- Eligible applicants include public agencies, non-profit organizations, and for-profit organizations. Only entities, and not individuals, are eligible to apply. Faith-based organizations, community-based organizations, American Indian, Alaska Native, Native Hawaiian, and Pacific Islander organizations are eligible to apply.
