- What it does
- The Legacy Program supports military mission capabilities by funding innovation in the management of the Department’s natural ranges, operating areas, and other mission critical natural and cultural resources. The projects funded through the Legacy Program protect strategic defense priorities, develop new technologies to accomplish partner missions, promote habitat growth opportunities, improve species outcomes, enhance natural features and infrastructure, and preserve cultural sites. The Legacy Program has funded over 3,400 projects, totaling $405M, which has benefited over 300 military installations worldwide. Working in collaboration with the Military Services, as well as other federal and state agencies, non-governmental organizations and academia, the Legacy Program identifies the Department’s most pressing resource management needs. Knowledge of these partners’ needs allows the Legacy Program to focus investments on high priority efforts that support military mission readiness, more efficiently meet regulatory requirements, and improve the effectiveness of DOD resource management programs. Legacy funds are distributed annually through a variety of funding mechanisms (cooperative agreements, interagency agreements, and military interdepartmental purchase requests). The Legacy Program invested in the following priorities for FY 2024: o Providing warfighters the highest quality, realistic landscapes on which to train through proven ecosystem management approaches. o Avoiding regulatory entanglements by funding cooperative efforts with partners, including the U.S. Fish and Wildlife Service, to streamline processes and focus on conservation of the species with the highest potential to impact the Department’s mission. o Developing innovative approaches to ecosystem management by applying the latest data analysis techniques (e.g. artificial intelligence and machine learning). o Increasing installation and range resiliency while also minimizing threats to mission by improving wildland fire management and risk reduction. o Restoring trust in the military’s mission and presence by improving consultation and coordination with Indian Tribal Governments, Tribal Nations, and Native Hawaiian Organizations. o Providing military personnel with innovative strategies and tools for operating and maintaining historic facilities and other mission critical cultural resources.
