Application Purpose: This Grant Will Apply for FY2021 STBG Flex Funding Transferred in the Amount of $5839934 Awarded to the Houston End Management District. Funds Will Go Towards the Capital Lease of a Parking Garage and Construction of Sidewalks. a Ground Lease Will Allow the Value of the Property Itself to Be Used as In-kind Match ($1459985). See Appraisal Documentation Attached to This Application. the Appraisal Review Reaches the Conclusion That the Estimated Market Value of $2750000 Is Supported. Remaining In-kind Match for This Project Is Reserved in Anticipation of Additional Sidewalk Construction If Needed and If Additional Federal Funds Become Available.; Activities Performed: Funds Will Go Towards the Capital Lease of a Parking Garage and Construction of Sidewalks. the Parking Garage Will Have 230 Parking Spaces Dedicated to Metro Riders. the Eastwood Intermodal Terminal Parking Garage Is an Intermodal Transit/parking Facility Along the Houston Metro Harrisburg Light Rail Corridor in East Houston on Harrisburg Drive. the Parking Facility Will Provide Users Direct Access to the Adjacent Metro Light Rail Network Along Harrisburg Drive . the Facility Will Provide More Direct Access and Safer Connectivity for Commuters Between the Lockwood Station (light-rail) Downtown the Medical District and Key Locations Along the Rail Corridor. Overall This Project Will Help Strengthen the Impact and Use of Light-rail for Commuters and Local Residents in the City of Houston. ; Expected Outcomes: This Project Will Provide a Cost Effective Park and Ride Option for At-risk and Environmental Justice Populations Within the Vicinity of the Project. Environmental Justice Populations Being Served by This Project Above the H-gac Regional Averages Include: Minorities Households Below the Poverty Line Limited Educational Attainment Female Head of Households Limited English Proficiency and Senior Populations. This Project Would Serve to Increase Annual Transit Ridership and Reduce Vehicle Miles Travelled (VMT). the Project Will Also Increase Metro Fare Box Revenue Reduce the Incidence of Preventable Traffic Crashes and Improve Emissions in a Non-attainment Area.; Intended Beneficiaries: Beneficiaries of This Project Are Environmental Justice Populations Being Served by This Project Above the H-gac Regional Averages Which Include: Minorities Households Below the Poverty Line Limited Educational Attainment Female Head of Households Limited English Proficiency and Senior Populations.; Subrecipient Activities: None
