Project Id: D2021-LWNO-045FUNDED Amount: $2885000PURPOSE of the Award This Application Is to Obligate $2885000 in Discretionary Funding Awarded to Capital Metropolitan Transportation Authority (capital Metro) Through the Fiscal Year 2021 Low- or No-emission (low-no) Grant Program. on February 18 2021 the Federal Transit Administration (FTA) Published a Notice of Funding Opportunity Announcing the Availability of Competitive Funding Appropriated for the Low or No Emission Grants Program (low-no Program) for the Fiscal Year 2021 Through the Further Consolidated Appropriations Act 2021. on June 25 2021 Fta Announced the Selection of Projects Which Included $2885000 for Capital Metro for the Purchase of Battery-electric Buses (project Id D2021-LWNO-045). Activities to Be Performed Capital Metro Will Purchase Five 40-FT Heavy-duty Battery-electric Buses With the Fta Award (including But Not Limited to Pre/post-audit Inspections and Post-delivery Exterior Signing). the Buses Will Be Acquired in the Large Heavy-duty Transit Bus Category With a Minimum Useful Life of at Least 12 Years of Service or an Accumulation of at Least 500000 Miles. Other Project Activities Include But Are Not Limited to the Acquisition of Bus Charging Equipment Project Management and Technical Support Provided by Capital Metros Other Project Partner the Center for Transportation and the Environment (cte). Capital Metro Will Provide the $2885000 in Matching Funds From Its Annual Revenues That Include a Variety of Non-federal Sources Including Local Dedicated Sales Tax (directly Levied) Interlocal Agreements Freight Income and Other Operating Revenue.expected Outcomes the Proposed Project Will Allow Capital Metro to Remove Five 2008 Model Year Diesel-fueled Buses From Service and Deploy Five Zero-emission Battery-electric Buses in Their Place. the Five Buses Being Replaced Operate for Approximately 285000 Miles and Consume 88240 Gallons of Diesel Fuel Each Year.deploying Battery-electric Buses in Place of Fossil Fuel Vehicles Will Reduce Energy Consumption. the Battery-electric Buses That Capital Metro Is Proposing to Put Into Service Consume Less Energy Per Mile Than Buses That Use Other Common Propulsion Technologies Such as Gasoline Diesel and Natural Gas Engines. Even When Considering Well-to-wheel Energy Requirements Battery-electric Buses Are a More Efficient Transit Solution Than These Other Vehicle Technologies. Operating Battery-electric Buses Instead of Comparable Modern Fossil Fuel Buses (model Year 2021 Diesel Bus) Will Reduce the Amount of Energy That Capital Metro Uses Each Year by 13 Terajoules (TJ). That Energy Is Equivalent to 219 Years Worth of Gas for the Average American Car Driver Every Year.deploying the Zero-emission Buses in Place of the Existing Vehicles Will Reduce Capital Metros Annual Greenhouse Gas Emissions by Approximately 930 Tons and Prevent the Release of 21.4 Pounds (LBS.) of Particulate Matter Under 10 Micrometers (PM10) Annually 19.5 LBS. of Which Is Fine Particulate Matter (PM2.5) Which Has a Considerable Health Impact on the Local Community. This Reduction in Emissions of GHGS and Particulates Results in a Social Cost Savings of $49200 Annually in Accordance With Executive Order 13990. Intended Beneficiaries the Electrification of Capital Metros Fleet Will Benefit All of Capital Metros Customers Along With Community Members in Areas Where the Buses Run Including Those Residing in Opportunity Zones. Capital Metro Is Committed to Equity the Agencys Growing Battery-electric Bus Fleet Will Be Used Throughout the Community. Opportunity Zones Are Well-served by Capital Metro Service. Over 40 of Capital Metros 83 Routes Run Through or Adjacent to Designated Opportunity Zones Including 13 of the Agencys 14 High-frequency Routes (headways of Less Than or Equal to 15 Minutes). 252 Bus Stops Are in or Within a Mile of an Opportunity Zone. Subrecipient Activities There Are No Subrecipients for This Project.this Project Is Included in the Capital Area Metropolitan Planning Organization 2021 2024 Transportation Improvement Program List of Grouped Projects.
