Purpose: the Recipient Will Construct Upgrades to the Conveyance Facility That Connects the San Joaquin River to the Delta Mendota Canal. the Project Will Expand Conveyance Capacity From 35 CFS to 195 CFS. the Recipient Is Responsible for Delivering Water to Agricultural and Urban Customers, Expanding Capacity Will Increase Flexibility in Water Deliveries and Water Trading. the Expanded Conveyance Could Be Used by Reclamation to Increase Water Deliveries for Habitat Restoration and Aquatic Species Protection Required by the Cvpia and in Accordance With the Sjrrp. Environmental Restoration Will Be Improved by Additional Conveyance and Recirculation of Restoration Water Back Into the DMC. This Project Will Also Assist With Reclamations Drought Plan by Recirculating Water to Be Used for a Drought Pool. the Drought Pool Will Reduce Dry Year South of Delta Diversions, Improving Ecological Functions and Reducing Agricultural Losses in Dry Years.activities to Be Performed: Task 1 Appraisal Studywork Under This Task Will Be Performed by a Contractor and Will Include Performing an Appraisal Study, Including Preparing an Appraisal Report, Consistent With Reclamation Standards Set Forth in CMP 09-01. the Appraisal Study Will Evaluate the Feasibility of Completing the Project in Support of Sjrrs Restoration Flow Recapture and Contribution Toward the South of Delta Drought Plan. a Draft and Final Appraisal Report With Findings Will Be Provided to Reclamation.task 2 Design Serviceswork Under This Task Will Be Performed by a Contractor and Will Include Final Design for All Components of Phase 1 Schedule C and Phase 2 of the Project. This Task Includes All Costs and Activities Necessary to Develop and Deliver Final Design Documents for Phase 2.TASK 3 Environmental Compliancework Under This Task Will Be Performed by a Contractor and Will Include National Environmental Policy Act (NEPA) Environmental Compliance for Phase 1 Schedule C and Phase 2 of the Project, and California Environmental Quality Act (CEQA) Compliance for Phase 2 of the Project. It Anticipates Preparing an Environmental Assessment Finding of No Significant Impact (ea Fonsi) to Comply With Nepa, With Reclamation Serving as the Nepa Lead Agency and an Initial Study Mitigated Negative Declaration (is MND) to Comply With Ceqa, With Pid Serving as the Ceqa Lead Agency. Improving Conveyance of San Joaquin River Supplies Will Benefit South of Delta Water Users by Expanding the Drought Pool, Enhance Function of Sjrrp Restoration Flows, and Provide Additional Supplies to Cvpia Water Refuges. the Drought Pool Will Be Made Up of Multiple Sources Including Voluntary Reduction in Diversions and Recirculating Made Possible by Expanded Conveyance at Pid. the Project Will Modernize Pids Aging Main Conveyance System Facilities and Increase the Capability to Convey Flows From the San Joaquin River to the DMC for the Benefit of Reclamation and the Public.
