Section 5307 Ada Paratransit Preventive Maintenance - 11.7A.00.EXPECTED Outcomesfunding Will Allow the Anasco Public Transportation Program To:a) Meet Preventive Maintenance Standards B) Provide Full-time and Continuous Ada Paratransit Servicesc) Assist Poor Persons With Disabilities and the Elderly With No-cost Transportation Servicesd) Provide Fixed Route Transportation to an Unserved Rural Community.intended Beneficiariesthe Beneficiaries of Paratransit Services Are the Anasco Municipality Riders That Rely on Its Service With No Other Means for Commuting or Getting to Work. the Population 60 Years and Over in Anasco Accounts for 27.7% or 7236 of Its Population of 26555. of This Elderly Population 53.8% Have at Least One Type of Disability and 41.3% Are Below 100 Percent of the Poverty Level. These Wards Are Nearly a One-and-a-half-mile Distance From the Anasco Urban Center Which Is Long in a Small Town. the Population for Those Communities Is 2809 All Rural With 29.9% 60 Years and Over and a Poverty Level of More Than 40%. Purpose of the Awardthe Purpose of This Award Is to Provide Section 5307 Ada Paratransit Operating Assistance Including Preventive Maintenance Drug and Alcohol Testing and Program Administration to the Municipality of Anasco During the Local Fiscal Year (july 1-JUNE 30) 2022-2023 and for the First Quarter (july 1- September 30) of Fiscal 2023-2024. Preventive Maintenance Funds Will Be Used During the Period of July 1-JUNE 30 2022-2023 Which Is the Local Fiscal Year. the Award Also Includes Section 5339 Funds for Acquiring Two New 30 FT. Buses to Operate an Approved Route. the Anasco Transit System Operates With Five Section 5307 Vehicles: Three Are for Fixed-route and Two for Complementary Ada Paratransit. the Municipality Does Not Charge Fees for the Service. Subrecipient Activities - There Are No Sub-recipient Activities. the Uses of Section 5307 Funds Which Amount to $129086 Will Be Distributed as: $116714 for Ada Paratransit Operating Assistance Program Administration and Drug and Alcohol Testing and $12372 for Preventive Maintenance for Two Paratransit Busesthe Use of $219003 in Section 5339 Funds Will Be for Acquiring Two New Eleven-passenger or Less Vehicles. the Total Grant Amount Requested Is $348089. the Total Federal Amount for Section 5307 Is $129 086 Including $25817 (20%) of Toll Development Credit. the Total Federal Amount Is $219003 for Section 5339 Including $32850 (15%) of Toll Development Credit. Included With the Application Documents Are the Prhta Toll Credits Usage Allocations Letters for Sections 5307 and 5339. the Requested Funds Will Cover the Following Operating Periods:july 1 2022 Through June 30 2023 July 1 2023 -through September 30 2023. the Preventive Maintenance Period Will Be July 1 2022 Through June 30 2023.ALL Funding Allocations Total $ 348089 Which Is the Complete Grant Application. the Municipality of Anasco Will Ensure That All Vehicles Purchased Are Accessible Purchased From an Fta-approved TVM and Reported to Fta Within 30 Days After the Contract Is Signed.the Municipality of Anasco Will Check the Current Listing of Transit Vehicle Manufacturers (TVM) (https://www.transit.dot.gov/regulations-and-guidance/civil-rights-ada/eligible-tvms-list) to Ensure Each Is Listed as a Certified TVM in Compliance With Fta Regulations. the Municipality of Anasco as Recipient Will Follow All 3RD Party Procurement Policies as Defined in C4220.1F (third Party Contracting Guidance).the Municipality of Anasco as Recipient Will Ensure Contractors Procured Will Not Be on the Fta Suspension and Debarment List. the Municipality Has Determined Not to Request That One Percent (1%) of Funds Be Allocated to Security Expenses Since It Will Use Municipal Resources and Funds From Other Grants for Security Projects to Safeguard Fta-funded Assets. the Municipal Police Will Provide Preventive Surveillance. Hence There Is No Need to Invest in Additional Security Projects at This Time.
