This Application Is Utilizing Cares Act Funding to Help Respond to and Recover From the COVID-19 Pandemic. This Is a Ffy 2020 Section 5307 Cares Act. Funds Application in the Amount of $6844235 (100% Federal Share).purpose: Provide One Year of Operating Assistance During the Period of 7/01/2022 to 6/30/2023 and Three (3) Years of Preventive Maintenance During the Period of 7/01/2022 to 6/30/2025 to Assist Sitras in Recovering From COVID-19 Pandemic. Sitras Stands for Sistema Integrado De Transportacin Del Sur Which Is the Name of the Multimodal Transportation System of Ponce. Also Care Act Funds Will Be Used to Cover Expenses Related to Operating Expenses Associated With Administrative Leave and Remote Works of Sitras Employees and Support Employees Due to the Covid Pandemic Lockdowns and Executive Orders. Activities to Be Performed: Are Operational Assistance for One Year and Fleet Preventive Maintenance for Three Years and Project Administration. the Award Start Date Is the Same as the Date of Award. End Date Is March 30 2030.EXPECTED Outcomes: After Successful Completion of These Activities Ponce Expects to Continue Employing Sitras Personnel Without Has to Lay Off Any of Them as Result of Critical Economic Condition; to Continue Offering Zero-fare Transportation Services for Residents and Visitors of Ponce; to Promote the Economic Development of Ponce and Adjacent Towns; to Maintain Sitras Fleet in a Good and Healthy Environment Minimizing COVID-19 Contagious; to Prevent Potential Problem and Maximize Vehicles Availability; to Acquire Ppe Alcohol and Disinfectants Products to Use Them as Preventive Method to Reduce the Risk of COVID-19 Spreading Among Employees and Sitras S Users.the Intended Beneficiaries: the Municipality of Ponce (SITRAS) and the Riders That Rely on Its Service Will Benefit From Continued Services Permitting Workers to Get to Work and Riders to Get to Essential Services. Sub Recipient Activities: N/a the Municipality of Ponce Agrees That If It Receives Federal Funding From the Federal Emergency Management Agency (FEMA) or Through a Pass-through Entity Through the Robert T. Stafford Disaster Relief and Emergency Assistance Act a Different Federal Agency or Insurance Proceeds for Any Portion of a Project Activity Approved for Fta Funding Under This Grant Agreement It Will Provide Written Notification to Fta and Reimburse Fta for Any Federal Share That Duplicates Funding Provided by Fema Another Federal Agency or an Insurance Company. the One Percent (1%) Security Expenses Program Requirement Will Be Met With PR-2019-025-00 Funds. This Year the Municipality Hired a Group of Employees and Trained Them and Created Sitras S Safety Guard In-house Team. the Municipality Previously Received Federal Funding in the PR-2019-025-00 for Operational Assistance and Fleet Preventive Maintenance. Currently the Municipality Is Using Operational Funds and Preventive Maintenance Funds From PR-2019-025-00 Until June 30 2022 Excluding the Lockdown and Restrictions Period March 16 2020-AUGUST 31 2020. the Municipality of Ponce Understands That the Expenses Requested in This Application Are Subject to Review for Their Reasonableness as Part of the Agencys Next Triennial/state Management Review. Insurance Is Non-applicable for This Project. the Puerto Rico Highway Authority Has Allocated These Cares Act. Funds to the Municipality of Ponce and Have Attached the Split Letter. the Municipality of Ponce Will Follow All 3RD Party Procurement Policies as Defined in C4220.1F (third Party Contracting Guidance). the Municipality of Ponce Will Ensure Contractors Procured Will Not Be on the Fta Suspension and Debarment List. This Project Only Includes Operating Expenses And/or Capital Expenses That Do Not Include Substantial Functional Location or Capacity Changes to the Asset or System. Therefore No Additional Tip/stip Documentation Is Needed.the Municipality of Ponce Certifies That It and Any Subrecipient or Contractor That Is a Provider of Public Transportation: (a) Are Currently Not Furloughing Any Employees; (B) Have to the Maximum Extent Possible Brought Back Any Employees Previously Furloughed as a Direct Result of Financial Challenges Caused by the COVID-19 Public Health Emergency; and (C) Have Rehired or Posted to Rehire Any Positions of Employees Who Were Laid Off as a Result of Financial Challenges Caused by the COVID-19 Public Health Emergency.
