Section 5307 Ffy 2021 Arp Act Funds in the Amount of $690000 (100% Federal Share) This Application Utilizes Arp Act Funding to Help Respond to and Recover From the COVID-19 Pandemic. This Application Will Cover Expenses Related to Purchased Transportation Services for 4 Fixed Routes in the Municipality. These Funds Will Be Used to Pay the Costs Necessary to Operate and Maintain the Service. the Costs Include Drivers Salaries and Operational Expenses. in Addition These Funds Will Be Used to Maintain the Rolling Stock in Satisfactory Operating Condition by Providing Systematic Inspection Detection and Correction of Incipient Failures Before They Occur (ie. Lubricating Tightening and Replacing Worn Parts).purpose: the Purpose of This Award Is to Provide 1 Year of Operating Assistance and Preventive Maintenance Funding in Order to Financially Assist in Recovering From COVID-19 During the Period of 7/01/2022 to 6/30/2023.ACTIVITIES to Be Performed: Funds Will Be Used to Cover All Eligible Operating Expenses Such as Driver Salaries Fuel Items Having a Useful Life of Less Than One Year Preventive Maintenance Etc. in Order to Continue Transit Operations. the Costs Presented on This Application Came From the Procurement Process Executed by the Municipality for These Services. a Price/cost Analysis Was Performed to Validate the Costsexpected Outcomes: Funding Will Permit the Municipality of Dorado to Continue to Provide Reliable Operations That Would Otherwise Have to Be Cut Due to Lack of Funding. Intended Beneficiaries: Dorado and the Riders That Rely on Its Service Will Benefit From Continued Services Permitting Workers to Get to Work and Riders to Get to Essential Services. Subrecipient Activities: Nonethe Municipality of Dorado Certifies That It and Its Sub-recipients and Contractors That Are Providers of Public Transportation Have Not Furloughed Any Employees Since March 27 2020.THIS Amount Is the Total Allocated to the Municipality of Dorado; There Is No Remaining Balance. the Municipality of Dorado Agrees That If It Receives Federal Funding From the Federal Emergency Management Agency (FEMA) or Through a Pass-through Entity Through the Robert T. Stafford Disaster Relief and Emergency Assistance Act a Different Federal Agency or Insurance Proceeds for Any Portion of a Project Activity Approved for Fta Funding Under This Grant Agreement It Will Provide Written Notification to Fta and Reimburse Fta for Any Federal Share That Duplicates Funding Provided by Fema Another Federal Agency or an Insurance Company. the Operational Expenses Requested in This Application Were Determined by the Municipality of Dorado Utilizing Market Value for Privately Operated Services. the Municipality of Dorado Understands That the Expenses Requested in This Application Are Subject to Review for Their Reasonableness as Part of the Municipalitys Next Triennial/state Management Review. No Insurance Claim Has Been Filed for This Project and Therefore No Insurance Proceeds Have Been Received. Insurance Is Not Applicable for This Project. the Puerto Rico Highway and Transportation Authority Has Allocated These Arp Act Funds to the Municipality of Dorado and the Municipality Has Attached the Designated Recipient Sub-allocation Letter Split Letter or State / Governor Distribution Letter Dated June 14 2021 Found in the Recipient Documents. the Municipality of Dorado Will Follow All 3RD Party Procurement Policies as Defined in C4220.1F (third Party Contracting Guidance). the Municipality Will Ensure Contractors Procured Will Not Be on the Fta Suspension and Debarment List. Per Arp the Project(s) in This Application Is/are Not Required to Be Programmed in the Long-range Transportation Plan Statewide Transportation Plan or Statewide Transportation Improvement Program.although These Funds Require the Expenditure of 1% on Security Related Projects the Municipality Will Not Expend This 1% on Security Being That the Municipality Is Using Its Own Resources to Provide Security for the Transit System Such as the Municipal Police and Other Private Security Personnel.
