Application Purpose: the Tualatin Valley (TV) Highway Project Will Complete Planning and Design for Public Transit Improvements on Oregon Highway 8 TV Highway Located in Washington County Oregon. Plans Will Build Upon the Bus Rapid Transit (BRT) Component of the TV Highway Project Proposed in the 2020 Get Moving Transportation Funding Measure. This Project Will Also Produce an Equitable Development Strategy as Recommended in the Measure to Ensure That Broader Community Economic and Housing Needs Are Addressed With Future Investments in the Corridor. Through Collaboration Between Government Nonprofit Philanthropic Organizations Developers and Business There Is Opportunity to Increase Meaningful Involvement in Transportation Planning and Identify Ways to Counteract the Forces of Gentrification That Could Accompany Future Transportation Investments on TV Highway.; Activities Performed: Convene a Project Steering Committee - 6/1/2022CONVENE a Decision-making Body Including Elected Officials and Community-based Organizations That Represent Communities of Color and Other Marginalized Communities Within the Study Area.develop an Equitable Development Strategy - 12/31/2022DEVELOP a Strategy for Minimizing and Mitigating Displacement Pressures Within the Corridor Particularly in the High Poverty Census Tracts Where Public Investments in Transportation Infrastructure May Most Affect Property Values. Conduct Analysis of Transit Travel Times and Reliability and Assess the Feasibility of Using Articulated Electric Buses in the Corridor - 4/1/2023STUDY Travel Times and Reliability in the Corridor. Also Conduct a Feasibility Study of Bus Electrification in the Corridor Including an Electric Bus Charging and Emission Reduction Analysis.produce Conceptual Designs for a Transit Investment and Facilitate Recommendation of a Transit Concept - 7/2/2023PRESENT Conceptual Designs for Transit and Facilitate the Steering Committees Recommendation of a Transit Concept for Future Investment.; Expected Outcomes: Expected Improvements Include Reduced Travel Time Improved Reliability Physical Safety Access to Stations and Amenities at Stations. the Project Will Advance Adopted State Regional and Local Goals and Objectives Related to Land Use Transportation Equity and Climate. the Proposed Project Would Benefit Economic Vitality and Housing Stability in the TV Highway Corridor by Advancing Fast Reliable Transit Service and Developing an Equitable Development Strategy to Guide Other Investments and Programs to Support Community.; Intended Beneficiaries: the Projects Intended Beneficiaries Are Current and Future Transit Riders in the Corridor as Well as Local Residents and Businesses. the TV Highway Corridor Has Relatively High Concentrations of People Who Rely on Transit and Therefore Need Safe Efficient and Reliable Transit to Access Community Resources Jobs and Educational Opportunities. in Comparison to Both the Region and Washington County Communities in the Corridor Have Higher Concentrations of Low-income Households People of Color People With Limited English Language Proficiency and Youth. Eighty-three Percent of the Corridor Study Area Is in an Equity Focus Area as Defined by the 2018 RTP and All of TV Highway Is Bordered on at Least One Side by an Equity Focus Area. the Line 57 Bus Ranks Tenth in the Trimet System in Terms of Providing Access to Communities of Concern Jobs Affordable Housing and Social Services. the Route Has a Relatively High Share of Riders Who Speak Spanish Identify as People of Color Do Not Have a Car Available and Have a Low Household Income.; Subrecipient Activities: Metro Has Entered Into an Intergovernmental Agreement With the Regional Transit Agency Trimet for Their Participation in This Project Through a Sub-award. Through the Sub-award Trimet Will Contract With a Transit Design Consultant to Provide Conceptual Design Assistance and With an Organization to Assess the Feasibility of Using Electric Vehicles in the TV Highway Corridor.additional Sub-recipient Activities Include Participant Support Costs to Ensure That a Broad Range of Stakeholders Are Able to Participate in the Process to Develop Both the Transit Concept Design and the Equitable Development Strategy. Metro Has Entered Contracts With Six Community-based Organizations and Three Individuals to Support Their Leadership in the Creation of the Equitable Development Strategy and to Support Participation in Project Committees.
