Montgomery County Pa OD2A Local Opioid Overdose Prevention Initiative - Montgomery County, Pennsylvania, Department of Health and Human Services, Office of Public Health (DHHS) Is a Current OD2A Sub-grantee Through the Pennsylvania Department of Health, and Has Developed Extensive Infrastructure Through OD2A and Other Grants and Contracts to Address the Opioid Epidemic in the County. Applying the Data to Action Framework, Dhhs’s Proposed OD2A: Local Initiative Will Further Expand and Strengthen the Collection, Analysis, and Use of Data to Drive Actions That Reduce Overdose Morbidity and Mortality in Communities, With a Specific Focus on Addressing Health Disparities Impacting Populations and Communities in the County That Are at Highest Risk for Overdose Resulting From Opioid, Stimulant, and Polysubstance Use: Specifically, Individuals Identifying as Black, and Geographic Regions of Norristown and Pottstown. DHHS Proposes Activities Addressing Multiple OD2A Local Strategies, in Particular Increasing Linkages to and Retention in Care Through Navigators, Increasing Adoption and Use of Harm Reduction Approaches, Reducing Stigma, Increasing Adoption of Clinician and Health System Best Practices, and Strengthening the Use of Surveillance Data. DHHS Will Leverage Data-sharing and Other Agreements Among Its Extensive Network of Partners Across Disciplines, Including Members of Its Existing Multi-disciplinary Opioid Fatality Review Team and the Montgomery County Department of Public Safety (DPS), Which Serves as the Central Coordinating Entity for Naloxone Distribution in the County and the Administrator of a Multi-disciplinary Overdose Surveillance Platform. Proposed Performance Management and Evaluation Plan, Including Needs Assessment, Targeted Evaluation Project, and Development of a Translational Product to Support and Facilitate Adoption of Clinician and Health System Best Practices in Addressing Opioid Use Disorder, Will Be Supported by Evaluation Partner, University of Pittsburgh, Which Currently Provides Evaluation Support for OD2A Activities in Montgomery County. Proposed Short-, Intermediate, and Long-term Objectives Align With CDC’S Logic Model With Long-term Goals of Reducing Morbidity and Mortality Due to Opioid Use Disorder.
