High Frequency Radar (HFR) Provides One of the 30 Essential Ocean Variables Outlined in the U.s. Integrated Ocean Observing System (IOOS) Mission, and Is the Only Instrument System Operationally Providing Both High Temporal and Spatial Resolution Observations Over the Continental Shelf. Approximately 85% of the Ioos HFRS Are Codar Seasondes, With Measurements Consisting of Range, Bearing, and Velocity of a Sea Surface Patch. the Seasondes Utilize Algorithms Along With a Compact Antenna System to Determine the Bearing. Range and Velocity Are Highly Accurate, While the Bearing Determination Is the Greatest Source of Error. a Further Issue Is That These Measurements Presently Provide No Indication of Measurement Uncertainty, Which Has Hindered Utilization of HFR Observations by Modelers and Forecasters, and Presents a Challenge for HFR Operators Performing Data Quality Control. to Resolve These Issues, We Have Developed an Artificial Intelligence (AI) Approach to the Bearing De
