Loop Trolley Transportation Development District

Application Purpose: the Project Is for Operation and Maintenance of a Start-up Phase of a Public Transportation System. the Transportation System Is a Fixed Rail Trolley Car Service. the System Operates in a Densely Populated Multi-cultural Urban Environment. Service Is Provided Fare-free to Encourage Use and to Mitigate Vehicle Traffic and the Related Pollution.; Activities Performed: Operation of the Trolley System Is Outsourced to the Metropolitan Areas Public Transportation Provider Bi-state Development Agency. Annual Funding Is Partially Funded by a Local Transportation Development District Sales Tax Collected by Merchants Within the Districts Geographical Area. Additional Grant Money Is Needed to Fund Operation and Maintenance Costs for the Trolley System. ; Expected Outcomes: Outcomes Include Routine Maintenance Staffing and Electric Service Needed to Power the Trolley Cars. Refurbishment of the Vintage Trolley Cars for Safety and Reliability. Maintenance of the Traction Power Substation Overhead Catenary Wire and Pole Supports Embedded Rail Tracks and the Public Passenger Station Stops. Plus Maintenance and Operation of the Maintenance and Storage Facility (MSF) Used to Store and Maintain Trolley Cars When Not in Operation.; Intended Beneficiaries: the Trolley Systems Operates in a Commercial Area With Retail Restaurants Theaters and Other Entertainment Venues. Streetscapes Bridges a Round About All Are Improvements Associated With Trolley System. All of These Improvements Were Made to Enhance the Community and to Promote Development and Improve Both Pedestrian and Vehicle Transportation Within the District. the Fare-free Trolley System Enables Both Residents and Visitors the Use of Public Transportation Within the District. the Trolley System Connects Passengers of Other Public Transportation Alternatives Including: Metro Link Metro Bus and Biking Routes. Riders of the Fare-free Trolley System Include Residents and Visitors to the District. Ridership Includes Students From Washington University Shoppers at the Various Retail Merchants Along the Streetscape Dinners at the Multiple Ethnic Types of Restaurants Theater Goers Tourists Visiting the Metropolitan Area Employee That Work at the Many Office and Retail Establishments Within the District.
