It Does Not Duplicate the Federal Funding for Any Activities in Grant MN-2019-001. Specifically This Arpa Capital Investments Grant Supplants the Amount of Local Share for the Following Activities Per the Fta Scope Activity Line Item as Follows: Ali 13.13.06 Purchase Expansion - Articulated Buses Under Scope 140-70 Vehicles.the Total Amount of the Orange Line BRT Project Remains $150700532. the Arpa Funding in This Grant ($11362644) Plus $2250000 in Grant MN-90-X344 (for Project Development Activities) and the Orange Line Cig Grant (MN-2019-001) in the Amount of $137087888 Add Up to $150700532. Purpose of the Award: the Purpose of the Arpa Award Is to Reduce the Amount of Non-cig Federal Funds Applied to the Project. Activities to Be Performed: the Orange Line Project Includes Construction of Guideway Stations and Related Civil Construction. the Project Includes Purchase of Real Estate for Station and Guideway Construction as Well as Professional Services and Purchase of Transit Vehicles and Fare Collection Equipment. the Proposed Arpa Funds Will Purchase Orange Line Vehicles to Be Used on the Project. Arpa-funded Vehicles Include 60-FOOT Articulated Brt-specific Low-floor Diesel Buses.expected Outcomes: Robust Transit Service in the I-35W Corridor Is Focused on Peak-period Commuter Express Service to Downtown Minneapolis. Limited Service Between Corridor Destinations Is Available and Lacks the Infrastructure to Offer Fast Reliable and Convenient Service. With a New Grade Separated Crossing of I-494 Transit Signal Priority and New Stations Including a Robust Median Station at Lake Street the Metro Orange Line Will Provide Significantly Improved Access to Destinations Throughout the Corridor on a Frequent Basis Across the Day. Arpa Funds Will Be Used for Vehicle Purchases to Support This New Frequent Service.intended Beneficiaries: When Constructed in the 1960S Interstate 35W Displaced Residents and Businesses and Divided Communities in South Minneapolis. the Freeway Created a Loss of Access for Local Residents to Destinations Elsewhere in the Corridor Particularly for Residents Without Access to Private Automobiles. the Orange Line Improves Access Across the Corridor Including to Jobs Shopping Medical Educational and Residential Locations Along 35W. the Project Will Connect to Nearly 60000 Jobs Outside of Downtown Minneapolis. the Proposed Arpa Funds Will Benefit These Communities by Funding the Purchase of Fourteen Orange Line Buses That Will Provide This New Service.subrecipient Activities: No Subrecipient Activities Are Planned in the Project. Metro Transit Is Contracting With Vendors Construction Contractors and Partner Agencies Directly for Project Activities. No Subrecipient Agreements Are Anticipated for Arpa Funds.the Recipient Agrees That It Will Amend the Corresponding Cig Trams Construction Grant to Reduce the Non-cig Share and Fta Scope Activity Line Item as Noted Above.the Recipient Agrees That It Will Amend the Tip/stip to Include the Arp Capital Investments Funding Obligated in This Grant.the Recipient Agrees That If It Receives Federal Funding From the Federal Emergency Management Agency (FEMA) or Through a Pass-through Entity Through the Robert T. Stafford Disaster Relief and Emergency Assistance Act a Different Federal Agency or Insurance Proceeds for Any Portion of a Project Activity Approved for Fta Funding Under This Grant Agreement It Will Provide Written Notification to Fta and Reimburse Fta for Any Federal Share That Duplicates Funding Provided by Fema Another Federal Agency or an Insurance Company.the Project Is a 17.34 Mile BRT Line Between Downtown Minneapolis and Burnsville (MN) That Will Operate Primarily Along Interstate 35W (I-35W). the Orange Line Will Serve 12 New or Enhanced Stations With Frequent Service 20 Hours Per Day Seven Days a Week. the Project Includes the Construction of a Bidirectional Transit-only Ramp to and From Highway 65 at 12TH Street in Downtown Minneapolis and a New Transitway on Knox Avenue Between 76TH Street and American Boulevard in Richfield and Bloomington. the Project Also Includes the Purchase of Fourteen 60-FOOD Diesel BRT Buses Technology Improvements and Off-board Fare Collection Equipment. the Revenue Service Date for the Project Is December 11 2021. a Class Ii(d) Categorical Exclusion (type 09: Other) for the Project Was Approved on December 1 2016. Total Cig Project Cost: $150700532SCOPE Included in This Grant Application Totals $11362644TOTAL Fta Small Starts Contribution: $74078782MAXIMUM Percentage of Small Starts Participation: 49.2% of Overall Cig Project.the Non-federal Matching Funds for the Overall Cig Project Total $67821750 With $11362644 Being Supplanted by Fy 2021 Arpa Funds for a New Non-federal Total of $56459106. Non-federal Matching Funds Include Contributions From the State of Minnesota the Counties Transit Improvement Board Dakota County Hennepin County and Metropolitan Council.in Executing This Grant the Metropolitan Council Agrees to Abide by Section 3011 of the Fast Act (49 U.s.c. 5323(J)(2)(C) Regarding the Phased Increase in Domestic Content Under the Buy America Statute for Rolling Stock. as Grant Agreement Includes an Fta-funded Transit Vehicle Purchase Recipient Agrees to Comply With the Related Requirements Set Forth in 49 CFR 26.49(A). Specifically Recipient Must Ensure as a Condition of Being Authorized to Bid or Propose on Fta-assisted Transit Vehicle Procurements That Each Transit Vehicle Manufacturer Certified That It Complied With Dot Requirements for Submitting a Dbe Program and Goal to Fta Prior to Bidding. Recipient Is Also Required to Submit the Name of the Successful Bidder and the Total Dollar Value of the Contract Within 30 Days of Making a Fta- Assisted Transit Vehicle Award Using the Required Fta Reporting Tool. Recipient Understands That Failure to Comply With These Requirements May Result in Formal Enforcement Action or Appropriate Sanction as Determined by Fta Including Reimbursement of Fta Funds Used for the Vehicle Procurement.
