This Application Utilizes Arp Funding to Prevent Prepare for and Respond to Coronavirus. the Application Scope of Work Includes Operating Assistance to the Capital Area Transportation Authority (CATA) for the Period Beginning January 20 2020 Until September 30 2024. Purpose: the Purpose of This Award Is to Obligate 5307 Fy 2021 Arp Grant Funds to the Capital Area Transportation Authority in Lansing Michigan. Activities to Be Performed: This Will Be Utilized to Fund Up to 100% of Catas Eligible Operating Expenses (at 100% Federal Share) for the Period January 20 2020 Until September 30 2024 Expected Outcomes: Cata Expects This Award Will Be Used for Operating Expenses and Costs Necessary to Operate Maintain and Manage the Public Transportation System. Intended Beneficiaries: Funding From This Award Will Benefit Catas Public Transportation Riders Throughout Ingham County and in Portions of Eaton and Clinton Counties. Subrecipient Activities: There Are No Subrecipient Activities in This Award.the Recipient Certifies That It and Its Contractors That Are Providers of Public Transportation Have Not Furloughed Any Employees Since March 27 2020 (the Enactment Date of the Cares Act).cata Will Meet the Section 5307 Requirement to Expend at Least 1 Percent on Security-related Costs and 0.75 Percent of the Amount Apportioned to the Uza to Safety Related Projects Through the Operating Assistance Line Item. Cata Will Follow All Third-party Procurement Policies as Defined in C4220.1F (third Party Contracting Guidance) and Will Ensure Contractors Procured Are Not Suspended or Debarred From Federal Contracting.the Recipient Agrees That If It Receives Federal Funding From the Federal Emergency Management Agency (FEMA) or Through a Pass-through Entity Through the Robert T. Stafford Disaster Relief and Emergency Assistance Act a Different Federal Agency or Insurance Proceeds for Any Portion of a Project Activity Approved for Fta Funding Under This Grant Agreement It Will Provide Written Notification to Fta and Reimburse Fta for Any Federal Share That Duplicates Funding Provided by Fema Another Federal Agency or an Insurance Company.per Arp the Project in This Application Is Not Required to Be Programmed in the Long-range Transportation Plan Statewide Transportation Plan or Statewide Transportation Improvement Program.
