Application Purpose: the Worcester Regional Transit Authority (WRTA) Requests a Total of $11478892 of Federal Funds Broken Down as Follows: $7045411 of Fiscal Year 2020 and $2621070 of Fiscal Year 2021 Section 5307 Urbanized Area Apportionment; $160000 of Fiscal Year 2019 Section 5307 Congestion Mitigation and Air Quality Improvement Transportation Improvement Program Funds; $345626 of Fiscal Year 2021 Section 5307 Congestion Mitigation and Air Quality Improvement Transportation Improvement Program Funds; $238690 of Fiscal Year 2020 and $345489 of Fiscal Year 2021 Section 5339 Bus and Bus Facilities Formula Apportionment; and $722606 of Fiscal Year 2020 Section 5339 Buses and Bus Facilities Grant Award Funding to Finance a Program of Projects That Will Enable the Wrta to Continue Providing a Reliable Responsive and Safe Transit Service to the Public. the Wrta as the Designated Recipient Has Been Assigned These Funds According to the Attached Signed Split Letters Dated February 3 2020 and January 19 2021.THE Activities Are Programmed in the Ffy 2021 Element of the Current Massachusetts Stip. Wrtas Duns #092196856 Has Been Entered Into Trams. Wrta Is Current With All Civil Rights Requirements. All Administrative and Statutory Requirements Have Been Met in Accordance With the Section 5307 Urbanized Area Formula Program as Articulated in Fta Circular 9030.1E and the Section 5339 Bus and Bus Facilities Program as Articulated in Fta Circular 5100.1.; Activities Performed: Activities to Be Funded With This Grant INCLUDE:1. Operating Assistance Special Rule: These Funds Will Be Used Primarily to Fund Fiscal Year 2022 Fixed Route Operations Including Labor and Fringe Benefit Costs. a Small Portion of This Will Be Used for FY21 Expenses. - State Contract Assistance MATCH2. Six Replacement Buses - 35. These Funds Will Be Utilized for the Replacement of Six (6) 40 Gillig Buses That Will Have Exceeded Their Useful Lives. - Toll Development Credits MATCH3. Purchase Miscellaneous Equipment. These Funds Will Be Used to Purchase Optional Equipment Striping and Lettering for Ten (10) Demand Response Vans Awarded by the Commonwealth of Massachusetts; Replacement and Upgrades of Computer Equipment and Software; Purchase of New and Replacement Equipment Needed for Operations. - Rtacap MATCH4. Purchase Miscellaneous Equipment. These Funds Will Be Used for a New Mobile Fare Payment System. - Toll Development Credits MATCH5. Terminal/intermodal (hub). These Funds Will Be Used to Upgrade Building Systems and Renovations as Required. - Rtacap MATCH6. Spare Parts/associated Capital Maintenance Items.
