This Agreement Will Provide Funding to Lincoln County for the Development and Implementation of the Lincoln County Habitat Conservation Plan (SLCHCP) as Outlined in the 2000 Lincoln County Land Act (LCLA) and the 2004 Lincoln County Conservation, Recreation and Development Act (lccrda). Funding Will Be Used for to Pay for the Slchcp Administrator Position Who Is Charged With Developing and Implementing Plans and Projects as Outlined in the Slchcp for a Period of Five Years. These Activities Will Occur Within the Planning Area of the Slchcp in Lincoln County, Nevada. Projects Carried Out Under the Slchcp and the Associated Section 10 Permit From the U.s. Fish and Wildlife Service Are Designed to Mitigate Impacts to Habitat of Federally Threatened and Endangered Species on Private Lands Within the Planning Area of the Slchcp. However, Because a Majority of the Land Area in Lincoln County Is Under Federal Management, Suitable Opportunities for Mitigation Projects Are Primarily Located on Lands Managed by the Bureau of Land Management (BLM). for This Reason, in Addition to the Legislative Direction for Funding From the Lcla and Lccrda Special Accounts Held by BLM, the BLM Is a Member of the Slchcp Committee. the BLM Provides Input on the Design and Location of Mitigation Projects and Conducts the Required Reviews and Analysis for Projects Proposed on Federal Land.
