Springfield Mass Transit District (SMTD) Is Applying for Ffy 2021 Section 5307 American Rescue Plan (ARP) Act Funding in the Apportionment Amount of $3220512 for Bus Replacements and $200000 for Peripheral Costs Related to the Maintenance Training Technical and Fare Collection Support as Well as Security Expenditures for the Total Amount of $3420512. the Section 5307 Arp Urbanized Area Apportionments (table 2) Dated 03/29/2021 Is Attached to This Application and the Full Apportionment Amount Is $7986505. the Purpose of This Award Is to Provide Continued Access to Public Transportation Through the Regular Maintenance and Replacement of Revenue Vehicles. SMTD Intends to Purchase Replacement Buses and Cover Any Associated Costs. SMTD Maintains Its Fleet Based on Ftas Recommendations for the Useful Life of a Vehicle. the Useful Life for Large Heavy-duty Transit Buses Approximately 35-40 Is 12 Years of Service or an Accumulation of at Least 500000 Miles. the Activities to Be Performed Include the Purchase of Replacement Buses and Associated Capital Items Needed for the Buses to Operate Within Smtds Fleet System Which Includes Farebox and Data Collection Security Wifi Connectivity Passenger Amenities and Passenger Accessibility Items as Well as Training and Maintenance Items. the Expected Outcome of This Project Is for SMTD to Maintain a State of Good Repair in the Fleet of Buses and to Continue to Provide Transit Services That Help the Community Recover From the Severe Social and Economic Impacts of COVID-19 as Well as Reduce Impact on Climate Change. the Intended Beneficiaries Are SMTD Passengers Who Benefit From the Regular Replacement of Older Vehicles. Intended Beneficiaries Include the Eighteen Different Census Tracks Deemed Areas of Persistent Poverty That Smtds Service Area Covers. These Benefits Include Reliability Security and Accessibility Updates. There Are No Sub-recipient Activities in the Grant as SMTD Has No Sub-recipients. SMTD Certifies That It nor Its Contractors That Are Providers of Public Transportation Have Not Furloughed Any Employees Since March 27 2020 (the Enactment Date of the Cares Act.)per Arp the Projects in This Application Are Not Required to Be Programmed in the Long-range Transportation Plan Statewide Transportation Plan or Statewide Transportation Improvement Plan. However SMTD Has Included These Projects in the Unified Work Program and Administered Through the Springfield Sangamon Regional Planning Commission (ssrpc). SMTD Agrees That If It Receives Federal Funding From the Federal Emergency Management Agency (FEMA) or Through a Pass-through Entity Through the Robert T. Stafford Disaster Relief and Emergency Assistance Act a Different Federal Agency or Insurance Proceeds for Any Portion of a Project Activity Approved for Fta Funding Under This Grant Agreement It Will Provide Written Notification to Fta and Reimburse Fta for Any Federal Share That Duplicates Funding Provided by Fema Another Federal Agency or an Insurance Company.in Executing This Grant SMTD Agrees to Abide by Section 3011 of the Fast Act (49 U.s.c. 5323(J) (2)(C) Regarding the Phased Increase in Domestic Content Under the Buy America Statute for Rolling Stock. as the Grant Agreement Includes an Fta-funded Transit Vehicle Purchase SMTD Agrees to Comply With the Related Requirements Set Forth in 49 CFR 26.49(A) Specifically SMTD Must Ensure as a Condition of Being Authorized to Bid or Propose on Fta-assisted Transit Vehicle Procurements That Each Transit Vehicle Manufacturer (TVM) Certified That It Complied With Dot Requirements for Submitting a Dbe Program and Goal to Fta Prior to Bidding. SMTD Is Also Required to Submit the Name of the Successful Bidder and the Total Dollar Value of the Contract Within 30 Days of Making a Fta-assisted Transit Vehicle Award Using the Required Fta Reporting Tool. SMTD Understands That Failure to Comply With These Requirements May Result in Formal Enforcement Action or Appropriate Sanction as Determined by Fta Including Reimbursement of Fta Funds Used for the Vehicle Procurement.
