Application Purpose: Dart Will Utilize Formula Fy 23 5307 Funds for the Purchase of Seven and 2 Partial Rolling Stock Vehicles (buses Mix of HD and LD); Equipment (shop and Miscellaneous Equipment Bus Surveillance Systems Computer Hardware); Computer Software to Update and Replace Some Administrative and Operating Systems; Update and Replacement of Some Functional Systems at Darts Operations and Maintenance Facility; Continue Lease of 18 Buses From 2016; Contract for Third-party Bus Inspections; Transit Amenities (shelters Installs and Benches); and Charge Eligible Expenses for Preventative Maintenance and Ada Paratransit. Indirect Costs Are Not Being Applied to This Application and Its Scope of Work.this Application Is for 84% ($7548361) of the 5307 Apportionment ($8936552) for FFY2023. the Remaining 16% ($1388191) of the Federal Funds Will Be Programed at a Later Date. These Remaining Funds Will Be Used Toward Activities Relating to Constructing a New Operations and Maintenance Facility. It Is Anticipated That We Will Also Add in FY2024 Tap Grant Funds in the Amount of $229825 (federal) Into the Application at a Later Date.; Activities Performed: Dart Will Utilize Formula 5307 Funds for the Purchase of Seven and 2 Partial Rolling Stock Vehicles (buses Mix of HD and LD); Equipment (shop and Miscellaneous Equipment Bus Surveillance Systems Computer Hardware); Computer Software to Update and Replace Some Administrative and Operating Systems; Update and Replacement of Some Functional Systems at Darts Operations and Maintenance Facility; Continue Lease of 18 Buses From 2016; Contract for Third-party Bus Inspections; and Charge Eligible Expenses for Preventative Maintenance and Ada Paratransit. It Is Anticipated That at a Later Date We Will Add FY24 Tap Grant Funds for the Purchase and Installation of Transit Amenities (6 Shelters and Benches + Any Remaining Funds Going Towards Projects From FY22 That Werent Fully Funded). Indirect Costs Are Not Being Applied to This Application and Its Scope of Work. There Are a Total of 5 Heavy-duty Buses Being Replaced on This Grant All of Which Are 40 Foot Heavy-duty Models. All Rolling Stock Purchases Will Be to Replace Vehicles That Have Met Their Useful Life and Are Scheduled to Be Replaced. Federal Funding Is Being Applied on the Ada Buses at 85%. There Is a Total of 2 and 1 Partial Light-duty Buses Being Replaced on This Grant All of Which Are Less Than 30 Foot Models. Federal Funding on the Ada Light Duty Buses Is Being Applied at 85%.IN Addition to Ftas Buy America Requirements Under 49 U.s.c. 5323 (J) and 49 CFR Part 661 Which Require That the Steel Iron and Manufactured Goods Used in an Fta-funded Project Are Produced in the United States the Build America Buy America Act (BABA) (public Law 117-58 Div. G 70914(A)) Now Requires That the Construction Materials Used in Infrastructure Projects Are Also Produced in the United States. Refer to Terms and Conditions in Ftas Master Agreement Section 15. the Baba Requirements for Construction Materials Applies to This Grant in Addition to the Buy America Requirements Except to the Extent a Waiver of Either Requirements May Apply.; Expected Outcomes: the Expected Outcomes of These Grant Activities Include Improved Safety Schedule (on-time Performance) and Reliability of the Fleet From the Replacement and Continuation of the Bus Lease. the Replacement of Shop Equipment and Hardware Will Help Ensure That the Fleet and Facilities Are Maintained to Be Able to Meet Our Goals Relating to State of Good Repair and Transit Asset Management. the Update and Replacement of the Software System Will Increase Service Reliability Protect Darts Assets and Enhance the Customer Experience.; Intended Beneficiaries: These Projects Will Benefit Transit Riders in the Greater Des Moines Metropolitan Area (darts Service Area).; Subrecipient Activities: There Are No Subrecipient Activities on This Grant
