Application Purpose: Budget REVISION:GU-2024-001 Fy 2022-2023 Consolidated Section 5311 Non-urbanized Formula Grants for Operating Assistance Preventive Maintenance Bus Replacement and State or Program Administration Currently Has a Period of Performance End Date Set for January 31 2026. Grta Requests an Extension of the Period of Performance End Date to January 31 2028 to Allow Additional Time for the Procurement of Replacement Rolling Stock.the Purpose of This Award Is to Provide the Guam Regional Transit Authority With One (1) Year of Operating Assistance One (1) Year of Preventive Maintenance Major and Minor Repair Contracts of All Rolling Stocks and Related Equipment the Purchase of Replacement Rolling Stocks and One (1) Year of State or Program Administration Funds to Assist the Paratransit Fixed Route and Southern Shuttle (mobility-on-demand) Operations From October 01 2024 to September 30 2025.; Activities Performed: Budget Revision:the Activity to Be Performed Is to Allow Grta Ample Time to Procure Rolling Stock Because of the Shortage of Qualified Procurement Personnel.grta Will Use These Funds to Cover Eligible Operating Expenses Such as 1.) Bus Operators Dispatchers/schedulers and Vehicle Maintenance Personnel Salaries Fringe Benefits Fuel Oil Items Having a Useful Life of Less Than One Year Such as Rolling Stock and Transit Shelter Cleaning Supplies/equipment. 2.) Preventive Maintenance Major and Minor Repair Service Contracts for All Rolling Stocks and Support Vehicles/related Equipment for Continued Transit Operations. 3.) Acquisition of Rolling Stock Replacement and 4.) State/programs Administration to Fund the Costs of Administering the Drug and Alcohol Testing Off-island Travel and Training to Participate in Fta-sponsored Training and Purchase of Office Supplies/equipment.; Expected Outcomes: Budget Revision:ensure an Efficient Rolling Stock Procurement Process by Engaging Experienced and Knowledgeable Procurement Personnel.the Funding Will Allow the Guam Regional Transit Authority to Continue the Safe and Effective Operation of Transit Services for the Rural Areas as Well as the Urban Areas of the Territory of Guam to Meet the Preventive Maintenance Standards and Keep the Rolling Stocks in a State of Good Repair to Enable to Acquire Rolling Stock Replacement and to Fund the Administrative Expenses Such as the Drug and Alcohol Testing Program Off-island Travel and Training to Participate in Fta-sponsored Training and to Purchase Office Supplies/equipment.; Intended Beneficiaries: Budget Revision:the Period of Performance End Date Extension Enables a Thorough and Accurate Procurement Process for Guams Transit Agencies and Citizens to Greatly Benefit.the Grant Award Intended Beneficiaries Are the Territory of Guam Transit Agencies and Citizens That Rely on Public Transit Services in the Rural and Urbanized Areas of the Territory for the Public Transit Systems Continued Operations.; Subrecipient Activities: Subrecipient Activities:since Grta Has No Subrecipients Grta Has Received and Expended Annually Non-urbanized Formula Grant Funds From Fta Directly.
