Application Purpose: Budget REVISION:GU-2023-002- Fy 2020 Section 5339 (B) Buses Bus Facilities Competitive Grant-dededo Parks Ride Northern Terminals Period of Performance End Date Will Expire on October 31 2026. Grta Would Like to Extend the Period of Performance End Date to October 31 2028 to Allow the Guam Regional Transit Authority Additional Time to Solicit a Request for Proposal Invitation for Bid in Hiring Qualified Project Managers and Other Related Personnel to Implement the Project Efficiently and Effectively.the Goals of the Award Are the FOLLOWING:1.) the Ultimate Goal of the Award Is to Bring Into Service a Road to Education Fixed-route Service for Students Teachers Instructors Professors and School Employees From the Proposed Dededo Park Ride Northern Terminal to the University of Guam George Washington Senior High School and Guam Community College and BACK;2.) to Operate a Mobility-on-demand Feeder Service to Pick Up Residents From Their Place of Residence and Drop Them Off at the Proposed Dededo Park Ride Northern Terminal to Ride the Road to Education Fixed-route Service and Vice VERSA;3.) to Develop the Former Dededo Flea Market as the Dededo Park Ride Northern Terminal for the Residents of the Surrounding Municipalities to Utilize the Road to Education Fixed-route Services. Grta Will Also Use the Proposed Dededo Park Ride Northern Terminal as a Transfer Station Connecting the Northern Transit Riders to Hagatna Central Terminal and the Agat Southern Terminal.; Activities Performed: Budget Revision:the Activities to Be Performed Are as Follows: Solicitation of Request for Proposal and Invitation for Bid Hiring of Project Managers and Other Related Personnel.the Activities to Be Performed Are as FOLLOWS:1.) Grta Allocates $8089200 in Section 5339 (B) Funds for the Procurement of 8 (EIGHT) 40-FOOT 38-PASSENGER Ada-compliant Electric Buses for $6672000 Including 8 (EIGHT) Enhanced Battery Warranty From October 01 2024 to August 01 2026 Depot Universal Plug-in Battery Chargers for $681600 From August 01 2025 to August 01 2026 8 (EIGHT) Electric Sedans Including the Shipping and Handling Costs for $266400 From March 01 2026 to August 01 2026. the Apportioned Amount Also Includes Fixed-route Service Transportation Management (cad/avl) Platform Licensing and Warranty for $302600 From August 01 2025 to August 01 2026 and a Mobility-on-demand Feeder Service Licensing and Warranty for $166600 From August 01 2025 to August 01 2026. 2.) Grta Allots $600000 in Section 5339 (B) Funds for the a E Designs and Construction of the Proposed Dededo Park and Ride Northern Terminal Phase I. of the $600000 Grta Designates $100000 to Hire a Consultant for the Facilitys a E Designs and the Remaining $500000 Grta Will Fund the Construction. Grta Plans to Expend the Funds for a E Consultants Starting on or Before June 30 2024 and Ending on or Before October 01 2025. the Dededo Park Ride Northern Terminal Construction Will Start on or Before October 31 2025 and End on or Before October 31 2026.3.) Grta Earmarks a Portion of Section 5339 (B) Amounting to $868920 for Project Administration and Technical Assistance: Project Administration Funds for $468920 in Hiring Lead Employees Such as Program Manager Special Programs Consultant Program Coordinator Ii and the Ancillary Staff to Provide Support. the Personnel Will Directly Manage and Implement the Subject Grant Projects/programs. Moreover Grta Will Use an Allocated Amount of $400000 From Section 5339 (B) for Technical Assistance in Hiring a Consultancy Firm to Formulate the Proposed Grtas Electrification Plan to Guide Grta in Transitioning From Using Fossil Power to Sustainable Energy. the Hiring of Employees Will Start on or Before October 01 2023 and End on or Before August 01 2026. the Anticipated Start in Hiring Consultants to Develop Grtas Electrification Plan Will Start on or Before October 01 2024 and End on or Before October 31 2026.; Expected Outcomes: Budget Revision:the Additional Time Will Support an Efficient and Effective Completion of the Tasks.below Are the Expected Project OUTCOMES:1.) to Bring Into Service the Road to Education Fixed-route Service to Provide Transit Service to the University of Guam George Washington High School and the Guam Community COLLEGE.2.) to Provide Mobility-on-demand Feeder Service to Pick Up Riders From Their Residences and Drop Them Off at the Dededo Park Ride Northern Terminal to Use the Road to Education Fixed-route SERVICE.3.)THE Funding for the Acquisitions of Electric Buses/sedans and the Procurement/installation of Plug-in Charging Systems Initiate Grtas Objective to Have Cleaner Energy-efficient Rolling Stocks. the Fixed-route and the Mobility-on-demand Transportation Management Platforms Will Ensure Well-coordinated and Timely Transit Operations. 4.) the Funding for the a E Designs and Construction of the Proposed Dededo Park Ride Northern Terminal Phase I Will Provide the Northern Part of Guam With the Much-needed Transit Transfer Station to Connect Villages Around Guam. Moreover This Project Has Secured Parking Areas for Transit Patrons to Park Their Vehicles and Utilize the Public Transit System to Bring Them to Work Shop Visit Relatives or Friends Etc. Overall the Proposed Project Entails More Transit Service Options.; Intended Beneficiaries: Budget Revision:the Guam Public Transit System and Citizens Will Reap the Benefit of an Efficient and Effective Completion of the Project.the Elderly Persons Persons With Disabilities and the Economically Disadvantaged Population Including the Entire Riding Public on Guam Will Reap the Full Benefits From All the Above-mentioned Transit Improvement Projects. ; Subrecipient Activities: Grta Is a Direct Recipient of the Grant Funds. Thus Grta Does Not Have Any Sub-recipients.
