Federal Share of Funds for Section 5339C Ffy 20 Is in the Amount of $1871240. the Application Seeks Federal Funding From the Lowno Emissions Grant Program (5339C) to Support Fleet Replacement Vehicles of 30 Foot Bus Bus Diesel 35 Foot; Fleet Replacement Bus Electric With Mobile Generator Chargers and Infrastructure; Costs. This Is an Accompanying Application to GA-2021-028-00 and GA-2020-032-00 for the Next Phasing of Electrification in Cats Transit System. Purpose: the Purpose of This Award Is to Continue Supporting the Transit Program in Chatham County With Fleet Replacement to Maintain State of Good Repair Development of On-route Charging Infrastructure and Depot Chargers. Activities to Be Performed: Cat Continues to Accelerate the Goal of Converting Its Fixed Route Fleet to Zero-emission Vehicles and Provide Immediate Relief to the Authoritys Aging Fleet. This Project Will Help the Authority Reduce Maintenance Costs Provide Better Service to Existing Customers and Help Cat Achieve Its Environmental Stewardship Goals. Expected Outcomes: Funding Will Permit Chatham Area Transit to Provide Foundational Elements That Support and Maintain the Directive and Goals of the Cat Organization in the Areas of Fleet Replacement and Electric Infrastructure Investment. Chatham Area Transit Authority Is a Designated Recipient. the Grantee or Sub-grantee (when Applicable) Will Follow All 3RD Party Procurement Policies as Defined in C4220.1F (third Party Contracting Guidance). the Grantee or Sub-grantee (when Applicable) Will Ensure Contractors Procured Will Not Be on the Fta Suspension and Debarment List. Chatham Area Transit Will Ensure That All Vehicles Purchased Are Accessible Purchased From an Fta Approved TVM and Reported to Fta Within 30 Days After Contract Is Signed. Chatham Area Transit Will Check the Current Listing of Transit Vehicle Manufacturers (TVM) (https://www.transit.dot.gov/regulations-and-guidance/civil-rights-ada/eligible-tvms-list) to Ensure Each Is Listen as a Certified TVM in Compliance With Fta Regulations.the Above Requested Electric Fleet Replacement and Infrastructure Assistance Are Listed in Our Tip Amendment Adopted by the Core Mpo Dated April 27 2022 (attached). the Funds Will Be Used for Assistance With Eligible Fleet Replacement and Infrastructure Installation Required to Preserve or Extend the Functionality and Serviceability of Our Bus Fleet and Related Assets in a Cost Effective Manner. Matching Funds Will Come From Special Purpose Local Option Sales Tax (SPLOST) a Funding Mechanism Used in Georgia to Allow Communities to Tax Themselves for a Specific Purpose. the Current Intergovernmental Agreement for Splost Lists Public Transit as an Approved Use of Splost Funding as Provided by Chatham County. Splost Has Been a Consistent and Reliable Mechanism for Funding of Capital Projects at Cat and Throughout Chatham County. Chatham Area Transit Has Partnered With Georgia Power to Ensure a Shared Commitment to the Development of Electric Transportation Infrastructure and the Use of Electric Vehicles as a Reliable and Efficient Means of Transportation. Georgia Power Has Supported Chatham Area Transit in Its Electric Bus and Electric Transportation Initiatives as Cat Continues to Modernize Its Transportation System (attached).
