Brief Description of the Target Population: the Total Population in the Target Service Area Is 164,089. the Characteristics of the Target Population in the Rural Service Area Include Impoverished Individuals Without Access to Quality, Integrated Sud and Other Behavioral Health Care Services With Higher Rates of Substance Use and Mental Health Disorders. Within These Five Counties, the Poverty Rate Ranges From 12%-29% of the Total Population With the Median Income Ranging From $33,000-$61,000. I N Three of the Five Rural Counties, These Rates Are Worse Than the Average for Alabama and the United States. the Racial/ethnic Make-up of the Target Population Varies Across the Five-county Rural Service Area and Includes Two Counties That Are Majority Black (bullock and Macon), and the Remaining Counties Are Majority White. Bullock County Also Has the Largest Population of Individuals Who Identify as Hispanic/latino at 8.6% That Is Higher Than the Alabama Average of 4.6%. Less Than 1% of the Population in Each of the Counties Is Native American. This Target Does Not Specifically Target Tribal Populations.
