Cooks Desert Parsley (LOCO8) and Large Flowered Woolly Meadowfoam (LIPUGR) Were Listed as Endangered Under the Endangered Species Act in 2002 Because of Documented Losses of Habitat and Populations Due to Development and Agriculture. the Plants Have a Limited Range Restricted to the Middle Rogue (BOTH) and the Illinois Valley (LOCO8), and Have Less Than 30 Known Populations, Some of Which May Be Too Small to Remain Intact Over Time. This Project Would Implement Plant Establishment Trials Using a Range of Techniques to Increase Our Capability to Restore and or Augment Populations and Move Toward Eventual Species Recovery. This Proposal Addresses Three Recovery Actions in the Vernal Pool Recovery Plan Including: Recovery Actions 2.5.3 (develop an Augmentation Plan to Collect and Propagate Seed That Can Later Be Utilized for Population Restoration, Augmentation and Introduction) 2.5.3 (develop an Augmentation Plan to Collect and Propagate Seed That Can Later Be Utilized for Population Restoration, Augmentation, and Introduction) and 2.6.1 (reintroduce or Augment Listed Species Populations as Needed Into Suitable Habitat). If No Action Is Taken, the Decline of These Two Species Is Expected to Continue as Vulnerable Populations Continue to Diminish or Become Extirpated Due to Climate Change, Competition With Invasive Plants, and Incompatible Land Uses.

Everything here is this single award's whole record — signed, amended, paid — not a fiscal-year slice. The by-year charts elsewhere split an award across the years it was committed; this page keeps it whole.
Committed is what the government has legally promised on this award so far. Contracts can also carry a ceiling — the maximum if every option is exercised. Unspent ceiling is headroom, not money owed.
The cash actually disbursed against this award. The gap from committed is the disbursement pipeline: promised, not yet cashed.
Each transaction is a signing event — an action that created or changed the award, dated the day it was signed — not a payment. Negative amounts are real: money de-committed at closeout or renegotiation.
One bar, the award’s whole arithmetic: paid out, then committed, not yet paid, then .
