This Project Is a Partnership Between the Kenai Peninsula Borough KPB and the U S Fish and Wildlife Usfws That Will Result in Planning, Prioritization, Conceptual Designs and Stakeholder Meetings in Support of Improving Fish Passage Within the Road Service Area Rsa , and Evaluating Fish Passage Areas on Roads That Extend Outside of the Road Service Area Rsa the Purpose of This Project Is to Get Closer to Assessing All Stream Crossings Associated With Fish Habitat and to Replace Priority Culverts and Bridges Within the Rsa and KPB Rights of Way Based on Preliminary Field Assessments and Existing Data, We Anticipate Focusing on Select Watersheds That Are Known to Provide Seasonal Rearing Habitat for Juvenile Salmon During the 2022 and 2023 Field Seasons, We Anticipate KPB Will Survey Up to 100 Stream Crossings of Which a Portion Will Likely Require Remediation All Crossings Will Be Mutually Identified Based on Anadromy or Proximity to a Known Anadromous Stream KPB Has Identified 35 Anadromous Stream Crossings Which Are All Located Within the Rsa, and Will Work to Assess Up to 65 Remaining Crossings Outside the Road Service Area as Allowable Within Borough Code KPB Agrees to Utilize Contracted Services to Assist in Surveying Culverts Outside of the Rsa to Provide Information on Crossings Outside of the Rsa to Fulfill the Goals and Needs of This Agreement Survey Efforts Will Assist KPB and Partners to Improve Fish Passage by Identifying High Priority Projects That Have the Greatest Benefit to the Ecosystem and Make the Best Use of Limited Resources the KPB Gis Division Anticipates Maintaining a Stream Crossing Inventory Spatial Database to Ensure It Includes Up to Date Data Based on Partner Surveys and Ongoing Replacements KPB Intends to Leverage Partner Resources Funding, Staff, Expertise, Equipment and Pursue Culvert Replacements at High Priority Crossings in Select Watersheds Stream Crossings Identified as High Quality Crossings in Need of Replacement Will Be Designed and Constructed to Current U S Fish and Wildlife Service Fish Passage Standards That Mimics the Natural Stream Characteristics Stream Crossings Will Be Designed, Constructed, and Maintained So as to Provide for Hydrologic Functioning of the Water Body They Are Crossing, Including Connectivity of Wetlands and Riparian Areas Adjacent to Stream Channels, to the Greatest Extent Possible
