Purpose: the Purpose of This Grant Program Is to Support the Engineering, Construction, and Operational Readiness of the Ifab Proof Project, Led by Synonym Inc. and Primient. It Aims to Complete the Design and Construction of Facility Assets, Including Engineering, Procurement, Construction, and Staff Training. the Program Also Focuses on Ensuring the Facility Is Operationally Ready and Meets All Design and Performance Specifications. Activities to Be Performed: 1. Bid, Select, and Finalize Contract With Engineering Firm for Front-end Loading (FEL)-3, Then Kick Off FEL-3. 2. Bid, Select, and Issue Purchase Orders for Long-lead Equipment Packages. 3. Bid, Select, and Finalize Contract With Engineering Firm for Detailed Engineering, Then Kick Off Detailed Engineering. 4. Apply for and Obtain Relevant Environmental Permits. 5. Complete FEL-3 Design Package, Following Industry Standard Practice for FEL-3 Engineering. 6. Complete Detailed Design Package, Following Industry Standard Practice for Detailed Engineering. 7. Complete Construction Bid Packages. 8. Achieve Construction Mechanical Completion. 9. Finalize Scope of Technical Training Program With International Biorefining Research Laboratory (ibrl). 10. Develop Operational Readiness Plan, Including Hiring and Staffing Plan. 11. Hire Shift Leads, Operators, and Technicians for Enrollment in Technical Training Program. 12. Hire Remaining Facility Employees. 13. Execute Installation Qualification and Operational Qualification Testing. 14. Complete Construction Punch List. 15. Develop Standard Operating Procedures. 16. Implement Environmental, Health, Safety, Quality, and Risk Mitigation Programs. Expected Outcomes: Complete the Ifab Proof Facility?s Engineering and Construction, Including Detailed Design and Construction Milestones. Create at Least 14 New Jobs by the Time the Facility Reaches Steady-state Operations. Ensure the Facility Is Fully Operational and Compliant With All Design and Performance Specifications by March 31, 2026. Intended Beneficiaries: Intended Beneficiaries of the Grant Program Include the Local Workforce, Who Will Gain Employment and Technical Training Through the Project, and the Broader Agricultural and Biomanufacturing Sectors, Which Will Benefit From the Advanced Capabilities of the New Facility. the Local Economy Will Benefit From Newly Created Jobs and Enhancing Regional Industrial Capabilities.
