The Purpose of the Energy Partnerships Project 5.0, Like the Preceding Similar Projects, Is to Increase the Size and Impact of the Federal Weatherization Assistance Program (WAP) Through Partnerships That Bring Non-federal Resources to Wap Projects and Organizations. Specifically, the Project Will Help Wap Organizations Identify and Connect With Potential Funding Partners, Such as Housing and Community Development Investors, Health Care Providers and Their Foundations, Renewable Energy Industries, and, of Course, Utilities Not Already Counted as Wap Partners. the Tools and Trainings That Are Products of the Project Are Intended to Help Wap Agencies Design Effective Collaborations and Adapt Proven Tools and Templates to New Projects. Such Projects Can Include Additional Resources for Efficiency or Renewable Measures and More Funding for Housing Improvement and Non-weatherization Climate Adaptation Investments in Eligible Homes and Disadvantaged Communities. the Project Team Will Provide Information and Assistance to the Weatherization Network and Our Potential Partners Through National Conference Workshops, On-line Training Through Webinars and Interactive Workshops Newsletters, Multimedia Products, Peer Exchanges and Offering Individualized Assistance. National Community Action Partnership (NCAP) Will Also Keep the U.s. Department of Energy (DOE) Apprised of Developments That Affect Local Capacity to Engage in Leveraging and Partnership Initiatives in the Weatherization Network. Furthermore, If Weatherization Is Substantially Expanded Through Legislation, the Project Will Communicate With Subgrantees Regularly to Track Implementation Successes and Barriers and to Meet Their Information and Networking Needs by Creating Materials to Assist.

Everything here is this single award's whole record — signed, amended, paid — not a fiscal-year slice. The by-year charts elsewhere split an award across the years it was committed; this page keeps it whole.
Committed is what the government has legally promised on this award so far. Contracts can also carry a ceiling — the maximum if every option is exercised. Unspent ceiling is headroom, not money owed.
The cash actually disbursed against this award. The gap from committed is the disbursement pipeline: promised, not yet cashed.
Each transaction is a signing event — an action that created or changed the award, dated the day it was signed — not a payment. Negative amounts are real: money de-committed at closeout or renegotiation.
One bar, the award’s whole arithmetic: paid out, then committed, not yet paid, then .
