Community Project Funding/congressionally Directed Spending - Construction - the Purpose of This Project Is to Add Two Ambulances to Wayne County Ems Operations to Increase Response Capabilities Within the City Limits of Goldsboro and Seymour Johnson Air Force Base (sjafb). Sjafb Plays an Integral Role in Our Country’s Security via Aviation Operations as Well as Support Units. a Vast Majority of 911 Activations on Base Are for Personal Directly Associated With These Operations. the Remainder Are for Family Members of Defense Forces. Prior to 2003 Sjafb Provided BLS (basic Life Support) Ambulance Coverage for Medical Emergencies on Base. During This Time a Wayne County Ems (WCEMS) Unit Would Respond and Provide Advanced Life Support (ALS) Support to the Patient If Indicated. the Patient Would Then Be Transported on the Sjafb Ambulance With or Without a Paramedic or the Patients Would Be Transferred to a Wcems Ambulance for Transport. in 2003 Stopped Sjafb Ambulance Operations Making Wcems the Sole Response Agency Tasked With Emergency Medical Operations on Sjafb to Include Individual 911 Activations, Special Events (example 5K Warrior Runs) and Mass Casualty Incidents (mci). Wayne County Currently Has a Mutual Aid Agreement to Provide Emergency Medical Services to Active Duty Service Members and Their Families Within Seymour Johnson Air Force Base (sjafb). the Three Ambulances That Currently Provide Care on Sjafb Also Respond to the Civilian Population of Wayne County North Carolina. With the Current Rise in Wcems Services Call Volume, Response Times to Emergencies on Sjafb Have Exceeded Dod F&es Response Time Standard of 12 Minutes. the Purpose of This Project Is to Obtain Funding to Purchase Additional Ambulances to Significantly Decrease Response Times to Emergencies Involving Active Duty Service Members and Their Families. Effective April 22, 2020 the Secretary of the Air Force Added the Provision of Emergency Medical Services (EMS) by Medical and Fire Personnel to Protect Dod Personnel, Their Families , and the Public From Risk of Death, Injury, Illness or Property Damage as a Result of Dod Operations. Ems Is the Provision of the Full-spectrum of Emergency Care From Recognition of the Emergency, Access of the System, the Provision of Care in the Out-of-hospital Environment, Including Both Pre-hospital Emergency Treatment, With or Without Transportation, and the Treatment and Physical Transfer of Patients Between Medical Treatment Facilities. It Includes Medical Response to Disasters and the Provision of Medical Care at Mass Gatherings. It Is Composed of Elements of Public Health, Public Safety, Emergency Response and Disaster Services, and Traditional Health Care. It Is the Policy of the Air Force That These Services, Including Augmentation by Contract And/or Mutual Aid Agreement, Shall Meet the Standard Level of Care and Response Time Standards Set Forth in Dodi 6055.06, Dod 6055,06-M, Dod Fire and Emergency Services Certification Program and Afi 32-2001, Fire Emergency Services (FES) Program and, If Supportable With Available Assets, Those Standards in the Community or Region in Which the Installation Resides. (t-o, Dodi 6055.06 and Dod 6055.06-M). the Objective Is to Build an Additional Station (medic 12) Near Sjafb Allowing Wcems to Be Geographically Closer While Providing an Additional Medical Asset to the Service Members of Sjafb and the Citizens of Wayne County North Carolina. This Addition Would Undoubtedly Return Response Times to Sjafb Well Below the Listed Standard of 12 Minutes. These Two Ambulances Are Needed to Complete This Objective. the Current State of Operating During a Pandemic Has Created a Significant Delay in Ambulance Production. 2019 Build Times Ranged From 6 – 9 Months, Current Build Times Have Exceeded 33 Months. the Result of This Back Log Is Expensive and Frequent Maintenance of an Aging Fleet.
