Application Purpose: the Santa Barbara Metropolitan Transit District (SBMTD) Is Hereby Submitting This Application in Support of 0PERATING Assistance and Terminal 2 Rehabilitation as Discussed Below.; Activities Performed: 1) Operating Assistance for Sbmtd This Award Is Requesting $5277120 of Ffy 20221 Section 5307 Funds to Support Sbmtd Operating Costs as Defined by the NTD Reporting System for the Period From July 1 2021 Through June 30 2022 (tip #MTD1). Operating Costs for Fy 2022 Are Budgeted to Total $28166307. Additional Funding for Sbmtd Operations During This Period Are Included in the Cares Act Award (CA-2020-100 $2956622) the Arp Act Award (CA-2021-076 $2861472) and the Crrsaa Award (CA-2021-100 $465738) for a Total of $6283832 in Covid Relief Funding. Operating Assistance for Sbmtd for This Period Includes 2 Activities as Follows. a) Operating Assistance for Sbmtds Directly-operated Fixed-route Service From July 1 2021 Through June 30 2022. This Award Applies $5088120 of Ffy 2022 5307 Funds for Operating Assistance to Cover Expenses Incurred by Sbmtd From July 1 2021 Through June 30 2022. Sbmtds Annual Operating Costs as Defined by the Fy 2022 Budget Adopted by the Agencys Board of Directors Is $28166307. B) Operating Assistance for Sbmtds Contracted Ada Complementary Paratransit Service From July 1 2021 Through June 30 2022. This Award Applies $189000 of Ffy 2022 5307 Funds for Operating Assistance to Cover Expenses to Operate Sbmtds Contracted Ada Paratransit Service From July 1 2021 Through June 30 2022. Sbmtd Contracts With Easy Lift Transportation Inc. to Provide the Ada Paratransit Service. the Annual Contract Amount for Fy 2022 Is $1010274 2) Capital Assistance for Phase 1 of Sbmtds Terminal 2 Rehabilitation This Award Is Requesting $3305041 of Ffy 2022 Section 5307 Funds to Provide Partial Support for Sbmtd Capital Expenses for Phase 1 of the Rehabilitation of Sbmtds Terminal 2 Facility (tip #MTD18). Phase 1 of Sbmtds Rehabilitation of Terminal 2 Will Alleviate the Capacity Constraints Currently Experienced at the Terminal 1 Facility and Will Decrease Deadhead Miles and Hours by Housing Several Buses Nearer the Routes They Serve. the Recommissioning Effort Began in 2021 and Will Be Performed in Two Phases. Phase 1 of the Project Which Will Be Partially Supported by This Award Will Include Thermal Upgrades System Upgrades Electrical Improvements and an Interior Layout Reconfiguration for the Existing Operations and Maintenance Building. in Addition the Bus Wash Will Be Rehabilitated; New Security Fencing Lighting and Exterior Security Cameras Will Be Installed; and the Driveway Access Into the Property Will Be Reconfigured and Expanded. Sbmtd Anticipates That at the Completion of Phase 1 Initial Capacity Relief Will Be Realized at Terminal 1 and Operational Efficiencies Will Be Introduced in the Form of Reduced Driver Hour and Miles on Routes Operating Near the Facility.; Expected Outcomes: the Operating Assistance Will Allow the Recipient to Continue Existing Transit Service and Meet Routine Changes in Demand. the Capital Assistance Will Assist Sbmtd in Completing Phase 1 of Its Terminal 2 Rehabilitation Project.; Intended Beneficiaries: Both the Operating Assistance and the Capital Assistance Are Intended to Benefit All Persons Who Utilize Sbmtds Transit Service as Well as Those Who May Be Enticed to Begin Utilizing the Transit Service.; Subrecipient Activities: the Recipient Does Not Intend to Subaward Funds.
