This Grant Is Requesting $11882760 in Arp Act Funds to Support Samtrans Operations Included in This Application by the Following Uza APPORTIONMENTS:FFY21 Arp Act Section 5307 Sfo Uza: $11882760 100% Sharetotal Arp Section 5307 Funding: $11882760TOTAL Eligible Project Cost: $11882760SAMTRANS Is Applying for the FY21 Fta Apportionment of $11882760 at a 100 Percent Federal Share Under the American Rescue Plan Act (ARP) With No Local Match Required to Support the Reimbursement of Payroll and Operating Costs Incurred Beginning July 1 2021 Through June 30 2024.PURPOSE of Award: This Grant Is Requesting $11882760 of FFY21 Federal Section 5307 Arp Act Funds to Support Operating Assistance for the Period of July 1 2021 Through June 30 2024 Due to Decreased Fares and Sales Tax Revenues From the COVID-19 Health Crisis. Activities to Be Performed: the Operating Expenses Supported in This Grant Include Direct Salaries and Fringe Benefits for Bus Operators and Other Staff Fuel for Revenue Vehicles Insurance and Other Operating Expenses as Defined by the National Transit Database (NTD). Expenses Are Based on Samtrans Adopted Operating Budget. Expected Outcomes: This Funding Will Help Samtrans Continue Operations While Its Ridership Begins to Recover From COVID-19. Per the American Rescue Plan Act the Project(s) in This Application Is Not Required to Be Programmed in the Long-range Transportation Plan or Statewide Transportation Improvement Program.intended Beneficiaries: Employees Will Benefit From the Continuation of Salaries Which Also Benefits the Local Economy. Samtrans Riders Will Benefit as They Return to Using the Commuter Rail System to Get to Work. People in the Region Will Benefit by the Reduction of the Number of Cars and the Accompanying Reduction of Traffic Congestion and Harmful Air Emissions.subrecipient Activities: Samtrans Does Not Have Any Subrecipients.the Split/suballocation Letter(s) Dated 10/28/2021 Is Attached in Trams.the Recipient Agrees That If It Receives Federal Funding From the Federal Emergency Management Agency (FEMA) or Through a Pass-through Entity Through the Robert T. Stafford Disaster Relief and Emergency Assistance Act a Different Federal Agency or Insurance Proceeds for Any Portion of a Project Activity Approved for Fta Funding Under This Grant Agreement It Will Provide Written Notification to Fta and Reimburse Fta for Any Federal Share That Duplicates Funding Provided by Fema Another Federal Agency or an Insurance Company.per the Arp the Project(s) in This Application Is Not Required to Be Programmed in the Long-range Transportation Plan or Statewide Transportation Improvement Program.the Recipient Certifies That It and Its Contractors That Are Providers of Public Transportation Have Not Furloughed Any Employees Since March 27 2020. Samtrans Has No Subrecipients.samtrans Urban Fixed Route Service Is Primarily Operated by Samtrans. About 30% of the Fixed Route Service Is Operated by MV Transportation But Samtrans Maintains the Buses. All Buses Are Owned by Samtrans. There Are No Maintenance or Capital Costs Included in MV Transportations Contract.
