This Fixed Guideway Grant Contains the Following Fy 2011 Fy 2012 Apportioned Section 5309 Projects: Communications Based Overlay Signals System/positive Train Control Systemwide Track Rehab Related Structures Signal/communication Rehab Upgradesthe Following Information Is Provided for These Projects:communications Based Overlay Signal System/positive Train Control(cboss/ptc)fstip Consistencymtc Tip Id: REG110030MPO Approval: 9/26/12 Tip #11-28FSTIP Approval: 10/25/12PROJECT Scope:the Caltrain Communications Based Overlay Signal System/positive Train Control (cboss/ptc) System Will Track Train Locations and Prevent Unsafe Train Movements Through the Use of Equipment On-board the Locomotives and in the Field. the Project Includes a Provision for a Backup Central Control Facility (BCCF) That Is Integrated With Existing Communications and Control Facilities to Be Used in the Event of the Failure of the Main Ptc/cboss System as Well as the Installation of a Fiber Optics Communications Backbone to Provide Improved Ptc/cboss Communications. Caltrain Assisted by the Contractor Will Work With the Association of American Railroads (AAR) and Tenant Railroad Operators to Ensure That the Ptc/cboss Is Supported by and Compliant With Interoperability Standards of the Federal Railroad Administration. the Cboss/ptc Project Is Being Implemented Through a Multi-phase Design-build Contract That Was Awarded by the JPB in October 2011. This Ali Will Help Fund Phase 2 and Phase 3 of the Project. Scope Elements of Phases 2 and 3 May Include But Are Not Limited To:final Design Factory Assurance Testing (FAT) Material and Equipment Procurement Manufacture Installation Construction Support Construction Flagging and Testing of All Cboss/ptc Components and Subsystems. Cboss/ptc System Elements Include Digital Data Link Communication Systems; GPS Equipment On-board Trains; Computers With Digitized Maps on Locomotives and Maintenance-of-way Equipment to Display Train Locations; Throttle-brake Interfaces on Locomotives to Allow Cboss/ptc Override of Locomotive Systems If Needed; Wayside Interface Units at Switches and Wayside Detectors; and BCCF and Central Control Facility (CCF) Computers and Displays.any Necessary Modifications to Caltrains Existing Signal/communications Systems Subsystems Vehicles and Facilities Required to Ensure Successful Operation of the Cboss/ptc System. Ensure That Caltrain Cboss/ptc System Fixed Infrastructure Is Interoperable With Other Operators Positive Train Control Equipped Trains (such as Union Pacific Ace and Amtrak) That Operate in the Caltrain Corridor. Installation of Fiber Optic Backbone Cables Along the Caltrain Right-of-way to Provide Enhanced Cboss/ptc Communications Between Wayside Equipment and the Bccf/ccf. Tenant Improvement of an Existing Facility to Be Fitted Out as the BCCF. Coordination and Support of Fra Safety Certification Requirements.training of JPB and Contract Operator Staff on the Use of the Cboss/ptc System. Update Caltrain Operating Rules Maintenance and Inspection Procedures and Other Documents Required to Support the Operation and Maintenance of the Caltrain PTC System. Overall System Integration Testing and System in Service Final System Acceptance and One Year Warranty Period. Project Justification/benefit:the Cboss/ptc Project Is One of Three Components of the Early Investment Program. the Other Two Components Include the Electrification of the Caltrain Line Between San Jose and San Francisco and the Purchase of Electric-multiple Unit Vehicles to Operate on the Electrified Railroad. Combined These Projects Will Modernize the Corridor Reduce Train Related Emissions Provide Faster and Increased Service to More Stations and Will Prepare the Caltrain System for Shared Use With High Speed Rail. Implementation of Caltrain Cboss Project Will Also Enable Caltrain to Support Existing Rail Service Levels During Construction of the Electrification System While Maintaining a Safe Work Environment for Crews Installing the Electrification Equipment. Implementation of Cboss/ptc Along the Caltrain Corridor Will Also Meet Federal Railroad Administration (FRA) Requirements for the Installation of an Operational Positive Train Control System by December 2015. Additionally the BCCF Will Provide a Redundant Control Facility in the Event the Central Control Facility Loses Power. SRTP Consistency: This Project Is Consistent With the Capital Improvement Plan in the Caltrain SRTP Fy 2009-2018 Chapter 4 Page 13.SYSTEMWIDE Track Rehabilitation and Related Structuresfstip Consistencymtc Tip Id: SM03006BMPO Approval: 11/16/11 Tip # 2011-16FSTIP Approval: 12/07/11PROJECT Scope: This Project Is Part of an Ongoing Program for Track and Signal Rehabilitation on the Caltrain Corridor Between the 4TH King Station in San Francisco County and Control Point Lick at Milepost 51.6 in Santa Clara County to Maintain Safe and Reliable Levels of Service and Provide the Capability for Future Increases in Service and Enhanced Operational Flexibility. the Following Is a Listing of Major Activities This Project May Include But Not Limited to: the Rehabilitation of Existing Track Structures Including But Not Limited to: Replacement of Rail; Tie Replacement; Switch Replacement; Rail Lubricator Upgrade and Replacement Replacement of Switch Components Including Worn Switch Points Stock Rails and Frogs; Replacement of Rail Components Including Insulated Joints Compromise Joints; Elimination of Jointed Track With Welded Rail Including Thermite Welding to Remove Joints; Improving Track Alignment Through Surfacing and Lining; Grinding of Rail to Eliminate Uneven or Defective Rail Surfaces; Replacement of Ballast Sub-grade Undercutting; Placement of Asphalt Underlay to Rehabilitate Track Subgrade; Replacement of Existing Paved Street Crossings With New Crossing Panels. the Replacement of Existing Railroad Bridge Structures; Replacement of Culverts; Replacement of Existing Overhead Bridges Crossing the Railroad Right of Way; Rehabilitation of Existing Bridge Components Including: Foundations Piers Abutments Girders Stringers Deck Structure Railing Walkways and Approach Structures. Conversion of Slow Speed Switch Machines to High Voltage High Speed Switch Machines and Other Miscellaneous Improvements That May Include the Conversion of Mechanical Signal Control Systems to Digital Systems Replacement of Signal House Structures and the Replacement/ Rehabilitation of Cables From Signal Houses to Signals Where Needed; Replacement/rehabilitation of Dragging Equipment Detectors; and Any Other Necessary Components for the Signal System to Function Correctly.railroad Communications Repairs and State of Good Repair Program: Repair and Upgrade of the Existing Caltrain Voice Link and Data Radio Systems as Needed. the Data Radio System Is the Wireless Communication Link Between Most of Caltrains Signal Control Points and the Centralized Dispatching Center. Radio Work May Include But Is Not Limited to the Procurement and Installation of Equipment Such as Antennas Tilt-down Towers Radios Wide Spread Spectrun Radio Packages to Ensure Coverage for Control Points That Experience Intermittent Radio Interference the Programming and Configuration of Software and Any Other Necessary Components for the System to Function Correctly. the Modification of Existing and the Installation of New Voice Radio Equipment May Occur Along the Caltrain Corridor at Existing Base Stations Located at Surrounding Mountain Tops and the Central Administrative Office on Train Consists and Maintenance and Operation Vehicles as Well as Other Stationary Equipment Located Along the Caltrain Right-of-way. Additionally Caltrain Will Consolidate All Communication System Documents Into a Single Archive. Design Construction Inspection Flagging and Construction Management Costs Are Included.
