Application Purpose: Funding for This Grant Was Competitively Awarded Under the Fy 2021 Areas of Persistent Poverty Program Funding Discretionary Id D2022-AOPP-004. Funding Will Be Used for a Transit Study to Support the T.o.t.a.l Initiative. This T.o.t.a.l. Study Will Help Identify Areas of Need; Explore Transportation Options; Develop Plans for Fleet and Route Efficiency; Plans for Practical Financing; and a Transitioning Plan to Move From Urban to Rural Classification.; Activities Performed: Funds Will Be Used to Secure a Qualified Company to Perform an In-depth and Comprehensive Transit Study Exploring System Efficiency and Potential for Expansion. the Results of This Research Will Be Instrumental for Planning and Procurement.; Expected Outcomes: the T.o.t.a.l. Program Offers Many Benefits That Will Greatly Improve Life for Many in the City of Pine Bluff. an Enhanced More Efficient Public Transportation System Could Help Boost the Citys Economy. Potential Employers Can Feel Confident That Transportation Will Not Be a Deterring Factor for Applicants. Acquiring More Efficient Vehicles Will Improve the Systems Reliability and the Addition of Low Emission Vehicles Will Also Reduce Vehicle Emission. This Program Will Expand Service by Developing More Efficient Routes That Offer More Sidewalks That Are Ada Accessible Along With More Bus Shelters and Clearly Marked Bus Stops. Expand Modes to Include On-demand Service That Reaches Those Area That Are Beyond Walking Distance to the Fixed Route. Riders Will No Longer Have to Rely So Heavily on Personal Car Travel Because Cleaner More Efficient Travel Will Be Available. T.o.t.a.l. Will Offer Current Technologies That Allow Riders to Explore Options for Rides Times and Trip-scheduling and It Will Offer Digital Maps and Schedules and Apps for Information on Bus Routes and Schedules.; Intended Beneficiaries: Local Residents Will Benefit From Expanding Services to Include Areas That Have Been Underserved. When the Underserved Community Has Better Access to Public Transportation It Will Be Enabled to Better Contribute to the Citys Tax Base Benefiting the Local Economy.; Subrecipient Activities: None
