Wiyot Tribe

The Wiyot Tribe, a Federally Recognized Tribe in Humboldt County, Ca, Seeks $250,000 From the Bureau of Indian Affairs Energy and Mineral Development Program (EMDP) to Complete the Final Development Steps for Its Planned Front of the Meter (FOM) Solar Microgrid. This Microgrid, Funded Primarily by an $8.75M Pacific Gas Electric (PG E) Microgrid Incentive Program Grant, Will Provide Clean, Resilient Backup Power to the Tribes Critical Facilities During Grid Outages and Generate Revenue Through Energy Sales to the Redwood Coast Energy Authority (rcea). Emdp Funding Will Enable the Tribe to Refine System Design, Complete a Detailed Economic Analysis, Conduct Environmental Review, and Meet Federal Begun Construction Requirements to Secure $4$6 Million in Federal Investment Tax Credit (ITC) Direct Pay Funding. Without Timely Emdp Support, the Tribe Risks Losing This Critical Funding, Jeopardizing the Projects Viability and the Associated Resilience, Economic, and Environmental Benefits. the Tribes Objectives Under 2025 Emdp Funding Would Be: 1.VALUE Engineering Review Optimize and Update the Preliminary Microgrid Design to Reflect Fom Requirements and Current Cost DATA.2.ECONOMIC Analysis Produce a Bankable Financial Model, Including Sensitivity Testing for Key Variables Like Power Pricing and Solar PERFORMANCE.3.ENVIRONMENTAL Review Conduct a Tribal-level Environmental and Cultural Resource Assessment to Ensure Responsible Project SITING.4.ITC Compliance Procure an Epc Contractor and Complete Initial Qualifying Construction or Manufacturing Activities Before July 4, 2026.5.PROGRAM Management Oversee Grant Activities, Reporting, and Stakeholder Coordination.if Funded, the Project Will Be Shovel-ready and Fully Capitalized by Combining the PG E Grant With Preserved Itc Benefits.
