This Project Will Assess the Risks, Rewards, and Roadmap for the Creation of a Telecommunications Enterprise to Serve the Lower Brule Reservation of South Dakota. the Outcomes Will Empower the Tribe With the Information Required to Adequately Address the Considerations of Financial and Practical Risks Associated With Developing a Broadband Network Proposed to Be Within the Two Communities of Lower Brule and West Lower Brule and Throughout the Reservation Area, Population 698 (see Map).the Goal of This Project Is to Determine If the Lower Brule Sioux Tribe Should Build a Regulated Telecommunications Operation or a Lesser Regulated Entity to Provide Broadband Service to the Lower Brule Sioux Reservation of South Dakota. Products or Objectives to Reach the Stated Goal Generated by This Project Will Include 10 TO11 Objectives Will Be Studied Ranging From Comprehensive Mapping of Telecom Assets in and Surrounding the Lower Brule Sioux Reservation, a Scenario Based Financial Model, Opportunities Analysis, Business Structure Evaluation, Regulated Entity Road Map, Company Charter Road Map, Business Operations Systems Requirements, Policies and Procedure Needs for a Tisp and Requirements for an Affordable Connectivity Program (acp).
