Description:the Agreement Provides Funding to the American Lung Association (ala). the Recipient Will Reduce Emissions of Diesel Particulate Matter, Nox, and Exposure to Diesel Air Toxics From Four Fleets Primarily Operating in 6 Counties: Douglas County, Ne, Greene and ST. Louis Counties, Mo, and Montgomery, Cowley, and Neosho Counties, KS. the Ala Expects This Project to Reduce 12,033.305 Lifetime Tons of Total Pollutants (PM2.5, Nox, Co, Hc/vocs and CO2), Impact Over 3.7 Million People, Save $1,499,000 in Related Annual Health Care Costs, and Reduce Diesel Fuel Use by More Than 1,079,915 Gallons. Activities:the Activities Include Achieving Diesel Emission Reductions From 23 Diesel Engines by Replacing 1 Diesel Terminal Tractor With 1 Zero-emission Terminal Tractor for Hiland, Replacing 3 Diesel Regional-haul Delivery Trucks With 3 Zero-emission Regional-haul Delivery Trucks for Ruan, Replacing 11 Diesel Refuse Haulers With 11 Optional Low-nox CNG Refuse Haulers for WM, and Installing Apus on 8 Line-haul Locomotives for Watco. Subrecipient:no Subawards Are Included in This Assistance Agreement.outcomes:the Outputs and Outcomes of This Project Are Aligned With Usepa's 2022-2026 Strategic Plan Goals 1 and 4, to Tackle the Climate Crisis and Ensure Clean and Healthy Air for All Communities, Respectively. More Specifically, the Activities Proposed in This Application Address Objective 1.1: Reduce Emissions That Cause Climate Change, and Objective 4.1: Improve Air Quality and Reduce Localized Pollution and Health Impacts. Through This Project, Ala Will Work With Usepa to Directly Impact Air Quality Improvement Efforts in the Project Areas. Voluntary Reduction of Emissions From Participating Diesel Fleets Will Serve to Reduce Local and Regional Air Pollution of Criteria Pollutants, Air Toxics, and Ghgs.to Meet Emission Reduction Objectives, Ala Will Implement Technology Improvements for 4 Fleet Partners Operating in Ne, Mo, KS, Ok. These Improvements Will Support the States' Efforts to Meet National Air Quality Standards and Ala's Mission to Improve Lung Health. This Project Is Expected to Reduce Lifetime Diesel Emissions by 12,033,305 Tons (PM2.5, Nox, Co, CO2 and Hc/vocs) and 1,079,915 Gallons of Diesel Fuel. Potential Diesel Emission Reductions Are Based on the Actual Data Collected From the Usepa Diesel Emission Quantifier. Tracking the Outputs and Outcomes Will Be Accomplished Through Regular Contact With the Fleets and the Use of Ala's Project Database. Ala Will Work Closely With Partner Fleets to Ensure That the Work Is Correctly Completed and Adheres to Usepa Terms and Conditions. the Performance Measures of This Project Include Documented Improved Ambient Air Quality, Health Benefits Achieved (measured the Numbers of Illnesses, Health Care Costs, Missed School/workdays, Reduced Mortality From Air Pollution, Etc.) and Monetary Benefits. in the Short Term, This Project Will Reduce Emissions From 23 Engines by 1,601.821 Tons Annually. This Project Will Reduce Emissions From 23 Engines by Replacing 1 Diesel Terminal Tractor With 1 Zero-emission Terminal Tractor for Hiland, Replacing 3 Diesel Regional-haul Delivery Trucks With 3 Zero-emission Regional-haul Delivery Trucks for Ruan, Replacing 11 Diesel Refuse Haulers With 11 Optional Low- Nox CNG Refuse Haulers for WM, and Installing Apus on 8 Line-haul Locomotives for Watco. in the Long Term, the Replacement of These Vehicles Will Reduce Diesel Emissions by Approximately 12,033.305 Lifetime Tons. This Will Ultimately Result in Improved Outdoor Air Quality and Reduce Lung Disease, Impacting Over 3.7 Million People With Estimated Health Benefits of $1,499,000 Annually. Project Progress Will Be Measured Through Quarterly Reporting, Communication With the Fleet Partner and Tracking Project Milestones.
