Description:the Purpose of This Award Is to Provide Funding Under the Inflation Reduction Act (IRA) to the Nez Perce Tribe the Recipient Will Implement Greenhouse Gas (GHG) Reduction Programs, Policies, Projects, and Measures Identified in a Priority Climate Action Plan (PCAP) Developed Under a Climate Pollution Reduction Grants (CPRG) Planning Grant. Activities Conducted Through This Grant Will Benefit All Residents and Visitors to the Nez Perce Reservation Through Four Main Objectives: Implementation of Ambitious Measures That Will Achieve Significant Cumulative GHG Reductions by 2030 and Beyond; Pursuit of Measures That Will Achieve Substantial Community Benefits, Particularly in Low-income and Disadvantaged Communities; Complementing Other Funding Sources to Maximize These GHG Reductions and Community Benefits; and, Pursuit of Innovative Policies and Programs That Are Replicable and Can Be 'scaled Up' Across Multiple Jurisdictions. Activities:the Activities Include Conducting Energy Audits and Upgrades for Tribal Residences, Deploying Renewable Energy (primarily Solar) and Battery/energy Storage Capability at Tribal Facilities and Residences, and Installation of Electric Charging Infrastructure.subrecipient:the Nez Perce Tribe Housing Authority Will Conduct Energy Audits, Weatherization, Hvac System Upgrades, and Air Cleaners for 650 Tribal Homes; Nptha Employee Training/conferences/net-working; Update Old, Inefficient Wood Stoves to More Efficient Models in 350 Tribal Homes; Workforce Training for 10 Students; Certified Building Inspector to Conduct Inspection of Homes. Outcomes:the Anticipated Deliverables Include: 1. Conduct Energy Audits, Weatherization, Hvac System Upgrades, and Air Cleaners for 650 Tribal Homes; Nptha Employee Training/conferences/net-working; 2. Clearwater River Casino Resiliency Center (rooftop Solar, PKG Lot Solar, Megapack), 4. Joseph Fisheries Office Remote Resiliency Center (roof Replacement, Rooftop Solar, PKG Lot Solar, Power Walls, Hvac Conversion From Gas to Electric); 5. Residential Battery Storage - 300 Tribal Homes (power Walls); Training for Local Area Fire Departments and Maintenance Personnel on Battery Safety and Maintenance; Homeowner Training on How to Use and Maintain Batteries; 6. Joseph Fisheries Office Remote Resiliency Center (level Iii and Level Ii Ev Chargers); and 7. It'se Ye-ye Casino (level Iii Ev Charger Installation). the Expected Outcomes Include: Documentation of GHG Reductions and Community Engagement During Project and at Completion. Increase of High-quality Jobs in Lidac Area. Increase in Tribal Workforce Skilled in Residential GHG Reduction. Reduction in Cumulative Metric Tons of GHG Emissions: From 2025 Through Calendar Year 2030: 7503, From 2025 Through Calendar Year 2050: 45,821. Reductions in Co-pollutants. Lower Energy Demand and Residential Expenditures, and Reduced Energy Bills for Tribal Residents. Lowered Fossil Fuel Based Electrical Demand. Reduced Energy Bills, Reliable Power, Emergency Management Benefits, and Access to the Internet at Home. Increase in Tribal Homes That Effectively Reduce Occupants' Exposure to Wildfire Smoke and Resilience to Extreme Weather Events. Better Emergency Shelters, Communications During Emergencies, and Greater Safety and Peace of Mind for Tribal Members Dealing With Extreme Events. Increase of Tribal Residences With Reduced Exposure to Criteria Air Pollutants (CAPS) and Hazardous Air Pollutants (HAPS) (healthier Indoor and Outdoor Air). Increase Tribal Household and Community-wide Awareness, Capacity, and Action to Reduce Residential Energy Usage and Exposure to Wildfire Smoke and Woodsmoke Within Highly Impacted Communities.
