Award Purpose This Planning Project Includes Development Phase Activities for the Future Construction of a Customs Satellite Inspection Holding and Secured Sterile Facility Area Which Will House the Cqa Biosecurity Division Inspection. the Future Facility Will Enhance Containment and Isolation of Invasive Species or Biosecurity Threats and Is Intended to Be a Multi Use Facility to Accommodate Other Border Enforcement Agencies. Activities to Be Performed the Project Includes the Following Phases and Planning Activities Related to the Engineering and Design of the Csihssf Pre Design Phase Study Visit Oahu Seattle. Site Analysis and Feasibility Study. Code Research and Regulatory Compliance Review. Conceptual Design and Schematic Design. Design Development Phase Design Development Drawings. Structural Engineering Design. Mechanical Electrical and Plumbing Mep Engineering Design. Landscape Architecture Design. Civil Engineering Design. Construction Document Phase Construction Drawings and Specifications. Bidding and Contract Documents. Permitting and Approvals. Obtain Permits and Approvals From Local and Federal Agencies Necessary for Completion of the Nepa Process for the Future Facility to Include But Not Limited to Guam Environmental Protection Agency Gepa Permits Erosion and Sediment Control Permit Required for Most Construction Activities to Prevent Soil Erosion and Sedimentation of Waterways. Solid Waste Permit May Be Required for the Handling and Disposal of Construction and Demolition Debris. Department of Public Works DPW Permits Building Permit Required for All New Construction Alterations and Renovations. Grading Permit Required for Any Land Disturbance Activities Including Grading Excavation and Filling. Plumbing Permit Required for the Installation of Plumbing Systems. Electrical Permit Required for the Installation of Electrical Systems. Fire Department Clearance Required to Ensure Compliance With Fire Safety Regulations. Historic Preservation as Applicable If the Future Facility Will Affect Historic Properties This May Require Review by the Guam State Historic Preservation Office Shpo.
