Award Purpose the Purpose of the New Colonels Island Terminal Berth No. 4 Is to Support Increased Throughput of Ro Ro Cargo at Colonels Island Terminal Cit. the New Berth Will Also Be Capable of Servicing the Larger Future Vessels at the Berth. the Project Includes I the Demolition and Disposal of the Existing Structures and Dredging the Construction of the New Dock Structure Dock Approach Way and Connector Bridge and Marine Structures and 3 the Construction Management Efforts Necessary to Complete the Project. Activities to Be Performed. the Project Will Be Completed in Two Components Under Two Separate Contracts Final Engineering Complete Final Engineering and Design for the Project. Berth Construction Dredging Dredging for the Project Consists of Hydraulic Dredging of the Proposed Berth to a Depth Matching the South Brunswick River Depth of 36.0 Feet Mean Low Water MLW With an Allowance for Advance Maintenance and Over Dredge of 4.0 Feet 40.0 MLW. the Total Volume of Hydraulic Dredging Is Approximately 385000 Cubic Yards Cy. Hydraulic Dredge Material Will Be Placed Within the Andrews Island Confined Disposal Facility. Pier Construction and Other Works Dock Structure Construct the Berth No. 4 Main Dock a Pile Supported Concrete Surface Ro Ro Vessel Dock Measuring Nominally 600 Feet Long and 140 Feet Wide. the Proposed Structure Will Utilize Precast Pile Caps and Deck Panels to Minimize Over-the-water Construction Activity. the Facility Will Be Capable of Accommodating a Ro Ro Vessel Up to Roughly 970 Feet Long and 134 Feet Wide. Bollards and Cone Type Fenders Will Be Installed to Support the Design Vessels. Dock Approach Way and Dock Connector Bridge Construct a Pile Supported Access Bridge Connecting Berth No. 4 With the Main Access Road Joe Frank Harris Boulevard to Provide for Movement of Automobiles and Other Self-propelled Machinery Between the Vessel Berth and Storage Locations and Customer Facilities Located in Other Parts of the Cit. Construct a Dock Connector Between Berths No. 1 and No. 4. the Dock Connector Provides Access for High and Heavy Cargo to Travel From Berth No. 4 Across Berth No. 1 and Into the Northwest Storage Lots Within Cit. Berth No. 1 Strengthening Upgrade the Landside Portion of Existing Berth No. 1 to Provide a Direct Access Route for the Movement of Heavy Equipment Between Berths No. 1 and No. 4 and Terminal Storage Areas on the Mainland. This Upgrade Will Streamline Cargo Movements Between the Berths and the Heavy Equipment Storage Area Which Will Improve Operational Throughput and Efficiency. Marine Structures: Construct Three Pile Supported Breasting Structures and Four Pile Supported Mooring Dolphins Extending East Downriver From the End of the Berth to Secure the Bow of the Ship When Moored at the Berth. the Marine Structures Are Connected to the Berth via Pile Supported Catwalks Spanning Between the Structures. Additional Elements Include Wetlands Mitigation: Enhance the Existing Wetlands Behind Berth No. 1 All Mitigation Will Occur Onsite. Electrical Extension of the Electrical Feed From Existing Cit Berth No. 1 to Berth No. 4 Installation of Area Lighting Along the Approach Way Connector Bridge and Dock Platform Provision of Ship Hotel Power at the Dock Face in Precast Electrical Vaults and Work Lighting at Each of the Breasting and Mooring Dolphins. Mechanical Installation of Potable Fire Water Piping Vaults and Fixtures at the Proposed Dock. Water Service for the Proposed Berth Will Come From the Existing Watermain Located Landside of the Downstream End of Existing Berth 1. Civil Work Backfilling Grading and Compacting Select Material for Subgrade, Installation of a Graded Aggregate Base Course, Paving With Hot Mix Asphaltic Concrete, and Installation of Traffic Control Devices Such as Signage and Striping. This Work Is Limited to the Portion of the Project Where the Proposed Dock Approach Way Intersects With the Existing Joe Frank Harris Boulevard. Construction Management Construction Management the Inspection and Construction Management for the Project Will Consist of Daily and Weekly Inspection Reports Interpretation of Construction Plans and Specifications, On-site Problem Solving, Coordination With the Recipient Port Operations to Ensure Minimal Impact to Maritime Operations Shop Drawing Review Engineer of Record Services and Management of the Entire Construction Project. Geotechnical and Testing Services: the Geotechnical and Testing Services for the Project Will Consist of All Geotechnical and Pile Driving Testing and Verification Services to Ensure Compliance With Approved Construction Plans and Specifications. Photographic Documentation Aerial Drone Equipment for Weekly in House Photographic Documentation of the Project. Deliverables Expected Outcomes Performance Measure Table From Attachment C Page 9 of the Grant Agreement Cargo Volumes. Total Tons of Cargo Moved Per Quarter Teus or Short Tons. Cargo Volume Measures the Movement of Freight Through the Project Study Area. When Applicable Report the Total Cargo Volume and the Volume Disaggregated by Type of Freight Ie Containers in Teu and Bulk in Tons or Type of Intermodal Transport Truck or Rail. Vessel Calls. Total Vessel Calls Per Quarter. Measures the Number of Vessels Calling to the Project Study Area. Must Be Reported in Total and Disaggregated by Any of the Following Where Applicable: Vessel Type Eg Container Bulk Ro Ro LNG Freight Capacity Vessel Length. Truck Miles Reduced. Number of Truck Miles Reduced Per Quarter. Total Truck Miles Reduced, Calculated Into Reduced Greenhouse Gas Emissions, Carbon Monoxide, and Particulate Matter for Mode of Transportation Defined in the Project Study Area.
