Monitoring the Effectiveness of Different Restoration Actions for Fish Has Shown That There Have Been Positive Effects, With Some Variability Among Years, Time Within the Rearing Season, and Among Species. What Is Lacking Is a Longer-term Evaluation of Restoration Effectiveness Using a Rigorous Conceptual Approach. Such Approaches Can Aid 1) the Determination of the Appropriate Spatial Scale for Monitoring, 2) the Synthesis of Recent Results With Past Results to Evaluate the Long-term Sustainability of the Positive Effects of Restoration Previously Observed, and 3) Inform the Future Application of New Study Designs That Inform the Use of Enhanced Habitat. the Purpose of This Agreement Is to Document the Cooperation Between Parties to Apply an Analytical Framework to Quantify the Response of Juvenile Chinook Salmon and Steelhead to Stream and Floodplain Restoration in Upper Columbia. This Agreement Will Involve an Ecologist Who Will Apply This Statistical and Mathematical Framework to Recent Analysis on Floodplain Restoration. If Not Approved, the Restoration Ecology of Important Fish Species Would Not Be Analyzed for Meaningful Descriptions of Restoration Effectiveness. in Addition to Basic Analyses of Effectiveness, the Cooperator Is Skilled in the Development of Novel Analysis Techniques Applied to Complex Aquatic Study. Owing to Their Novelty, These Techniques Are Poised to Become Widely Useful to Fisheries Managers. If This Award Is Not Put Forward, the Transfer of That Knowledge Would Not Be Possible.

Everything here is this single award's whole record — signed, amended, paid — not a fiscal-year slice. The by-year charts elsewhere split an award across the years it was committed; this page keeps it whole.
Committed is what the government has legally promised on this award so far. Contracts can also carry a ceiling — the maximum if every option is exercised. Unspent ceiling is headroom, not money owed.
The cash actually disbursed against this award. The gap from committed is the disbursement pipeline: promised, not yet cashed.
Each transaction is a signing event — an action that created or changed the award, dated the day it was signed — not a payment. Negative amounts are real: money de-committed at closeout or renegotiation.
One bar, the award’s whole arithmetic: paid out, then committed, not yet paid, then .
