The National Resource Center on Cybercrimes Against Individuals Program (NRCC) Supports the Establishment and Maintenance of a National Resource Center to Provide Resource Information, Training, and Technical Assistance to Improve the Capacity of Individuals, Organizations, Governmental Entities, and Communities to Prevent, Enforce, and Prosecute Cybercrimes Against Individuals. Cybercrimes Against Individuals Are Defined as Criminal Offenses That Involve the Use of a Computer to Harass, Threaten, Stalk, Extort, Coerce, Cause Fear to, or Intimidate an Individual, or Without Consent Distribute Intimate Images of an Adult, Except That Use of a Computer Need Not Be an Element of the Offense. With This Cooperative Agreement Award, Aequitas/sparc, in Partnership With the Cyber Civil Rights Initiative (ccri), the National Network to End Domestic Violence (nnedv), and the National White Collar Crime Center (NW3C), Will Establish and Maintain a National Resource Center That Will Address the Intersection of Gender-based Violence and Cybercrimes Against Individuals, With a Primary Focus on the Crimes of Cyberstalking and the Nonconsensual Distribution of Intimate Images of an Adult. Specifically, Project Activities Include: 1) a 6-MONTH Planning Period With Ovw to Develop an Implementation Plan Outlining Activities Necessary to Establish the NRCC; 2) Collaboration With the Partners Identified Above and Collaboration With Minnesota Indian Womens Sexual Assault Coalition (MIWSAC) and Forge, to Support and Focus on the Needs of Historically Marginalized and Underserved Communities; 4) Engagement With Subject Matter Experts and Organizations With Relevant Expertise; 5) the Creation of a Committee Comprised of Survivors of Cybercrimes Against Individuals to Ensure a Trauma Informed, Survivor Centered Perspective in the Establishment and Maintenance of the NRCC; and 6) the Provision of Training and Technical Assistance to Support Ovws Local Law Enforcement Grants for Enforcement of Cybercrimes Program Grantees and Potential Grantees.the Timing for Performance of This Award Is 24 Months.
