Description:this Agreement Provides Funding to Talent Irrigation District in Oregon to Implement Its Project to Develop a Plan to Modernize the Billings Siphon and Eastside Canal as Directed in the 2023 Consolidated Appropriations Act. Activities:the Activities to Be Performed Include the Execution and Implementation of a Water Quality Protection Project. Workplan Activities Consist of: Conducting Inspections, Completing Engineering and an Alternative Analysis, Completing a Cultural Resources Surveys and Other Environmental Compliance Reviews, and Installing Supervisory Control and Data Acquisition (SCADA) Equipment Along Eastside Canal. Subrecipient:under a Subaward, Farmers Conservation Alliance Will Assist With the Following Activities: Preparation of the Workplan and Budget for the Project, Project Management and Coordination With Epa, Environmental Analysis and Permitting, Stakeholder Coordination and Outreach, and Grant Management/reporting. Under a Subaward, the U.s. Bureau of Reclamation Will Assist With the Following Activities: Design and Engineering, Pipeline Inspection, and Environmental and Cultural Resource Management.outcomes:the Anticipated Deliverables Include a Completed Inspection and Evaluation Report for the Siphon, Environmental Compliance Documents, Historic and Archeological Survey and Report and Installed Scada Upgrades. the Expected Outcomes Include Project Readiness for Phase 2 Construction That Will Modernize and Repair the Billings Siphon, Reducing Water Loss and Risks From Leaks and Potential Failure. the Intended Beneficiaries Include Agricultural Growers and Residents in Jackson County, Oregon.
