Description:this Agreement Provides Funding Under the Inflation Reduction Act (IRA) to the Pueblo of Tesuque to Develop or Enhance Climate Action Plans That Establish Near-term and Long-term Greenhouse Gas (GHG) Emission Reduction Goals and Develop Strategies to Address the Highest Priority Sectors to Help the Tribe(s) or Territory Achieve Those Goals. Specifically, the Recipient Will Collaborate to Build a Tribal Climate Change Task Force (TCCTF) Including the Pueblo of Tesuque, Pueblo of Pojoaque, Pueblo of Nambe, Pueblo De San Ildefonso, and Pueblo of Picuris ('the Pueblos') in the Area Just North of Santa Fe, New Mexico, Conduct GHG Emissions Inventories, and Develop Priority Climate Action Plans (PCAP) and Comprehensive Climate Action Plans (ccap).activities:in General, Activities Include the Development, Updating, and Evaluation of Plans to Reduce Climate Pollution (i.e., to Reduce GHG Emissions And/or Enhance Carbon Sinks). Specific Activities Include Specifically, the Pueblos Will Develop a Memorandum of Understanding (MOU) and Collaborate to Build a Tribal Climate Change Task Force for Pueblo Lands in Northern New Mexico. the Tcctf Will Consult With Other Government Agencies Including the State of New Mexico's Environmental Department (nmed), Climate Change Bureau, and Energy, Minerals, and Natural Resources Department (EMNRD) to Guarantee That Each Plan Outlines Implementable and Effective Programs and Projects That Address Climate Pollution Not Only for the Pueblo People of Pojoaque, Tesuque, Nambe, San Ildefonso, and Picuris But for All New Mexicans Alike.subrecipient:the Pueblos of Pojoaque, Nambe, San Ildefonso, and Picuris Will Receive Grant Funding Through a Subaward Which Will Include the Funds Necessary to Support Their Staff, Travel, Supplies, and Indirect Costs. Subawards Will Be Made to Each Member of the Tcctf for a Program Manager, to Support the Contractors and Act as the Representative to the Overall Tcctf. Additionally, It Will Support a Technician Who Will Have the Responsibility of Being the Key Contact and Technical Support for the Contractor and Complete the Pcap and Ccap Documents, GHG Inventories. Technicians From All the Pueblos Will Be Invited to Attend All Virtual and In-person Stakeholder/community Engagement Meetings Including With the State of New Mexico, Site Visits, and Field Work.outcomes:two Key Deliverables Will Be Produced and Submitted Over the Course of the Four-year Program Period, Including: a Priority Climate Action Plan (pcap), Due March 1, 2024; and a Comprehensive Climate Action Plan (ccap), Due at the Close of the Grant Period. Specifically, the Pueblos Will Collaborate Closely to Create an Appropriate Pcap That Will Cover the Territories of All Partnering Pueblos. Each Pueblo Will Have Its Own Section of Each Report and Be Responsible for Implementing Its Own Response Actions, With the Help of the Tcctf. CPRG Funding Will Be Sub-awarded to All the Pueblos to Establish Capacity for Data Collection, Writing, Communications With Contractors and All Coordinating Entities and Stakeholders, and Any Other Tasks That May Be Required in Coordination, to Complete the Requirements of the Pcap GHG Inventory, a Quantified GHG Reduction Measures Analysis, a Benefits Analysis, a Review of Authority to Implement, as Well as an Intersection With Other Funding Availability Analysis, and a Workforce Planning Analysis. the Pueblos Will Complete the Pcap by Its Due Date of March 1, 2024. the Expected Outcomes Include a Pcap and Ccap That Identifies: Tons of Pollution (GHGS and Co-pollutants) Reduced Over the Lifetime of the Measures; Tons of Pollution (GHGS and Co-pollutants) Reduced Annually; and Tons of Pollution (GHGS and Co-pollutants) Reduced With Respect to Low-income and Disadvantaged Communities. the Intended Beneficiaries Include Residents of the Pueblos of Tesuque, Pojoaque, Nambe, San Ildefonso, and Picuris Lands Just North of Santa Fe, New Mexico and Surrou
