Description:this Action Approves Funding in the Amount of $28,944,000 to Assist the State of Kentucky, Kentucky Infrastructure Authority to Support the Implementation of Programs and Projects Designed to Reduce Nonpoint Source Pollution to Achieve and Maintain Beneficial Uses of Water for Its Communities. This Agreement Funds a Capitalization Grant, Funded by the Infrastructure Investment and Jobs Act (IIJA) (PL 117-58), for the Recipient's Clean Water State Revolving Fund Program. Activities:the Recipient of These Funds Provides Low Interest Financing to Numerous Subrecipients. Activities Include Enhancing Loan Closing Procedures and Refining Repayment Procedures Increasing the Availability, Quality, and Reliability of Information Available to Stakeholder Parties via the Web and Other Electronic Means. Improves State Revolving Fund Training to Borrowers, Project Administrators, Area Development Districts (adds), and the Engineering Community. Identifies Distressed Borrowers Through Compliance Monitoring and Provide Targeted Financial and Managerial Guidance. Kentucky's Clean Water State Revolving Fund Financing Program Provides Low Interest Loans for Infrastructure Projects That Are Considered a Priority Based on the Water Pollution Control Criteria Outlined in the Clean Water Act (cwa). Projects Identified to Receive Funding Are Selected From the Ranked Group of Project Profiles Submitted During the Annual Call for Projects. the Fund Is Administered by the Kentucky Infrastructure Authority (kia). Subrecipient:subawards Are Included in This Assistance Agreement.outcomes:the Anticipated Deliverables Include Financing, Planning, Design, and Construction of Eligible Water Quality Improvement and Protection Projects. the Expected Outcomes Are to Improve and Protect Water Quality and Public Health. the Intended Beneficiaries Include Citizens Throughout the State of Kentucky. Deliverables Include Working With the Eec to Explore Solutions to Increase Energy Efficiency for Clean Water Utilities and Future Non-compliance Issues Under the Cwa, Streamlining Loan Processes, Communication, and the Sharing of Data Between Kia and Dow, Implementing the Utility Portal Within the Wris to Improve Communication and Reporting Between the Utility, Kia, and Regulatory Agencies.
