Description:this Cooperative Agreement Funds $899,598 to Midvale City Corporation. Midvale City Will Be the Lead Agency for Technical Assistance at the Sharon Steel Superfund Site. This Cooperative Agreement Will Provide Funding to Midvale City to Employ a Project Site Coordinator. the Project Site Coordinator Will Ensure the Implementation of the Institutional Controls to Protect the Integrity of the Final Remedy for the Sharon Steel Superfund Site.activities:activities to Be Performed Include the Following Support Agency Activities: 1) Assist Developers in Preparing and Submitting All Needed Documents (design Site Plans (DSP), Material Management Plans, Etc.) to Necessary Governing Bodies a) Meet With Developers During Initial Design Phases to Incorporate Necessary Protections and Protocols to Meet Midvale City Ics and Other Requirements to Protect Remedy Effectiveness; B) Coordinate Design and Document Approval Between Developers and Epa/udeq; 2) Provide Construction Oversight Through All Phases of Construction a) Project Site Coordinator Will Be On-site Routinely to Observe Construction, Document Compliance With DSP Requirements; B) Project Site Coordinator Will Facilitate Design Remedies When Issues Arise During Construction and Observe/document Their Implementation; 3) Project Site Coordinator Will Provide Timely Updates on the Progress of Site Development a) Quarterly Progress Reports Will Be Submitted to Epa Documenting Site Activities, Tasks Completed by Project Site Coordinator, and Updated Timelines; B) Regular Correspondence With Epa/udeq Project Managers; 4) Project Site Coordinator Will Participate in Annual Site Oandm Inspections and Coordinate Reporting With Property Owners and Agencies. 5) Project Site Coordinator Will Assist Epa in the Implementation of the New Residential Soil Lead Guidance by Helping to Locate and Send to Epa Existing Soil Lead Data and Other Relevant Documents, as Well as Helping to Identify Needs for Outreach and Communication.subrecipient:no Subawards Are Included in This Assistance Agreement.outcomes:the Anticipated Deliverables Include: 1) Quarterly Progress Report Submitted Within 60 Days of End of Quarter; 2) Perform DSP Review for Each DSP Received for Development Projects and Provide Comments to Epa and Udeq Within 45 Days of Submittal to City; 3) Send to Epa, Within 30 Days of Receipt From Developers, Lab Reports From the Testing of Clean Soils Used on the Site. Ensure That the Data Received Is in Electronic Data Deliverable (EDD) Format; 4) Participate in Site Check-in Meeting With Epa RPM Quarterly; 5) Inform Epa RPM of New Projects Being Proposed for the Site Within 10 Business Days; 6) Develop and Send to Epa, Within 90 Days of Award of This Cooperative Agreement, a Quality Assurance Project Plan (QAPP) for Oversight of Clean Fill Material and Review of Associated Laboratory Data; 7) Other Identified Deliverables Related to Tasks 1-5 Will Be Completed and Submitted to the Epa Project Manager Within 30 Days Unless Otherwise Agreed Upon. the Expected Outcomes Include: a. Gardner/wasatch View 78 Apartments Phase 1 B. Gardner/wasatch View 78 Apartments Phase 2 C. Gardner/wasatch View 78 Apartments Phase 3 D. Wasatch Jordan Bluffs Phase 3 Apartments E. Holmes Homes Phase Ii F. Holmes Homes Phase Iii the Intended Beneficiaries Include Residents of Midvale City, the County of Salt Lake, and the State of Utah.
