Description:brownfields Are Real Property, the Expansion, Development or Reuse of Which May Be Complicated by the Presence or Potential Presence of a Hazardous Substance, Pollutant, or Contaminant. This Agreement Will Provide Funding Under the Infrastructure Investment and Jobs Act for Prairie Hills Resource Conservation and Development to Capitalize a Revolving Loan Fund as Authorized by Cercla 104(K)(5)(A)(II) in the Counties of Fulton, Hancock, Henderson, Knox, Mcdonough, and Warren in Illinois.activities:this Agreement Will Provide Funding for the Recipient to Capitalize a Revolving Loan Fund From Which to Make Loans and Subgrants to Clean Up Brownfield Site(s) and Conduct Other Necessary Activities to Prudently Manage the RLF. Additionally, the Recipient Will Competitively Procure (as Needed) and Direct a Qualified Environmental Professional to Oversee the Environmental Site Activities and Will Create a Community Involvement Plan and Administrative Record for Each Site That Is Remediated. the Recipient Will Report on Program Income, Interim Progress, and Final Accomplishments by Completing and Submitting Relevant Portions of the Property Profile Form and Brownfields RLF Form Using Epa's Assessment, Cleanup and Redevelopment Exchange System (acres). Subrecipient:based on the Contamination Present in the Target Areas, Subgrants Will Be Allocated to Hazardous Substance Cleanup and to Petroleum Cleanup. Interest Rates and Repayment Periods Will Be Negotiated on a CASE#8208;BY#8208;CASE Basis, Dependent on the RISK#8208;PROFILE of the Applicant and the Needs of the Project. Up to $150,000 in Subgrants Will Be Available for Eligible Applicants, Who Meet RLF Criteria and Demonstrate Their Projects Are Not Feasible But for the Use of a Subgrant. Subgrant Applicants Will Have Defined Criteria and Will Need to Demonstrate That They Own the Site and That They Are Not Potentially Liable for the Contamination at the Site. the PMT and Loan Manager Will Review Subgrant Applications for Project and Redevelopment Feasibility Before Making a Recommendation to the Loan Administration Board for the Final Subgrant Determination. Outcomes:the Recipient Will Issue Approximately Four Loans and Up to $150,000 in Subgrants to Remediate at Least Four Brownfield Site(s); Anticipates Conducting Outreach on at Least Four Sites, Communities, Finalizing Four Analysis of Brownfield Cleanup Alternatives, and Submitting 20 Quarterly Reports. Work Conducted Under This Agreement Will Benefit the Residents, Business Owners, and Stakeholders in and Near the Counties of Fulton, Hancock, Henderson, Knox, Mcdonough, and Warren in Illinois.
