A) Congress - stand-alone patent legislation that would envoke 28 USC 1498 for patent lawsuits when claiming infringement against a wireless carrier for a patent related to 911 or NG911 services: B) FCC - a patent enforcement "guidance statement" that would support a court's use of 28 USC 1498 when a regulated entity was sued for patent infringement of 911 or NG911 services. In the alternative, the FCC should enforce its existing FRAND patent licensing policy for all 911 or NG911 per the 2008 NET 911 Act.
