Opposed expanding U.S. Environmental Protection Agency (EPA) and Army Corps of Engineers (Corps) jurisdictional authority to include roadside ditches. Opposed FHWA efforts to establish a greenhouse gas performance measure, including supporting SJ Res. 161 and HJ Res 114 which would disapprove of the FHWA rule. Changes to NAAQs PM standards

Urged proper implementation of the Disadvantaged Business Enterprise (DBE) program. Issues of concern include the legal and regulatory limitations on the abilities of prime contractors to help grow DBE capacity as well as the disparity between the pool of certified DBE firms and those able to participate as subcontractors on federal-aid projects.

ARTBA offered input to the Office of Management and Budget as it considered guidance relating to the Buy America provisions in the Infrastructure Investment and Jobs Act (IIJA). ARTBA continued to reiterate priorities for implementation of the IIJA. ARTBA supported passage of the Water Resources Development Act.
