Support funding for economic development of Dayton, Ohio, region; support Community Project Funding (CPF) for the Dayton, Ohio, region in House Appropriations bills; support Congressionally Directed Spending (CDS) for the Dayton, Ohio, region in the Senate Appropriations bills; support including military construction (MILCON) funding at Wright-Patterson Air Force Base and Springfield Air National Guard Base in future budget requests; support repairing the Wright-Patterson primary runway; support authorizing and appropriating $19.5 million for planning and design (P&D) for the Acquisition Management Complex Phase V on Wright-Patterson Air Force Base; support amending the Arms Export Control Act (AECA) to allow Foreign Military Sales (FMS) Administrative funds to be used for long-term facility renovation projects and construction; support strengthening the One Lab Supporting Two Services policy for the Air Force Research Laboratory (AFRL); support enacting a sense-of-Congress provision establishing a target for funding Military Construction (MILCON) for Research, Development, Test & Evaluation (RDT&E) at five percent of the total MILCON budget for each military service; support funding and operation of the Air Force Minority Leaders Research Collaboration Program (ML-RCP) by the Air Force Research Laboratory (AFRL); support amending 10 U.S. Code 4124(f)(2) clarifying the scope of Partnership Intermediary Agreements (PIA) to ensure that Partnership Intermediaries, can continue to assist the defense laboratories with spin-in technology in addition to spin-out technology; support permitting the National Space Intelligence Center (NSIC) at Wright-Patterson Air Force Base to organize as a Field Operating Agency (FOA); support funding for increased capability for advanced air mobility; support planning by the Department of the Air Force for the development, testing, acquisition, and operational use of eVTOLs in future Air Force operational missions; support selection by the Air National Guard of the Springfield Air National Guard Base for a permanent location of an MQ-9 Reaper Test Detachment; support authorization and appropriations for defense Mission Acceleration Centers; support amending 10 U.S. Code 2679 to increase the term limit for Intergovernmental Support Agreements (IGSA) for partnerships between the military services and local governments from 10 years to 20 years; support expanding existing provision in Title 10, U.S. Code 2854, to allow the Defense Department to replace failing buildings with new construction when new construction is less expensive than repair; support enactment of authority for the history program of the Department of Veterans Affairs and the recently established National VA History Center (NVAHC) on the campus of the Dayton Veterans Affairs Medical Center.
