Legislation would require Congress approve major federal rules with an annual economic impact of over $100 million. Sunset Review would require major rules, those with a cost of $100 million or more, to be reauthorized by Congress or terminated every ten years. House Rule change inserting a 3 year sunset provision for all regulations in underlying bill.
