Maintain the Investment Reduction Act (IRA) of 2022 rural energy provisions as is, with commensurate funding intact. Improve the upcoming farm bill's energy and key rural development loan programs, and maintain their funding as well. Key programs include but are not necessarily limited to the energy title, especially the Rural Energy For America Program (sec. 9007 of the last bill), Business & Industry loan guarantee program, and the Biorefinery, Bio-Product and Renewable Chemical Assistance Program (sec. 9003). Recommendations include more staffing to improve program outputs, particularly for 9003, ensuring the program funds existing clean energy technologies, as well as new and novel technologies, etc.
