S. 997 would establish the Office of Manufacturing and Industrial Innovation Policy and strategic national manufacturing policy for the United States. S. 1240 would expand and enhance the Manufacturing USA Program, including the authorization of Appropriations to support innovation and growth in domestic manufacturing and for other purposes. S.2107 - Facilitating American-Built Semiconductors (FABS) Act which proposes a 25 percent investment tax credit for investments in semiconductor manufacturing, both for manufacturing equipment as well as the construction of semiconductor.

Amending H.R. 2308, the Advanced Technology Vehicles Manufacturing Future Act of 2021 by Representative Debbie Dingell amends EISA to update and broaden the definition of an Advanced Technology Vehicle and expands and prioritizes eligibility for ultra-efficient components, and modernizes the evaluation of a loan applicants prospects of repaying a loan under the program. HR 1588 Hydropower Clean Energy Future Act, which would modernize the hydropower licensing process and promote next-generation hydropower projects. H.R. 2641 Pacific Northwest Pumped Storage Hydropower Development Act of 2021 to authorize pumped storage hydropower development utilizing multiple Bureau of Reclamation reservoirs. S. 1246 Reclamation Project Act of 1939 Amendment to authorize pumped storage hydropower development utilizing multiple Bureau of Reclamation reservoirs. National Hydropower Association recommendations: Increase federal financial assistance to improve dam safety. $4.71 billion over ten years for dam safety, environmental improvements, and grid flexibility. Leverage the federal tax code to incentivize investments in dam safety, environmental improvements, grid flexibility and availability, and dam removals. $15 billion over 10 years (leveraging additional funds through a variable cost share) Create a public source of climate resilience and conservation funding for the removal of dams that have reached the end of their useful life. $24 Billion over 10 years (combination of $22 Billion for dam-owning agencies and $2 Billion for research).
